SUMMARY:

Reporting to the Programs Director, the Graduate Scholarship (GRD) Program Manager will lead the design and implementation of strategies to prepare rising health care providers with advanced degrees to address health disparities in medically underserved areas of our state. In this newly created role, the GRD Program Manager will: 1) design and manage the annual application, selection and scholarship disbursement process; 2) establish and cultivate relationships with higher education partners and health care organizations and professionals; and 3) support GRD Scholarship recipients in securing practicum sites in medically underserved areas.

Across the state, Washington has more science, technology, engineering, math (STEM) and health care jobs than it can fill yet our higher education system cannot keep up with the demand for skilled employees. The Washington State Opportunity Scholarship (WSOS) is a unique, public-private partnership designed to address our talent shortage. WSOS fuels the state’s economy by providing scholarships and a continuum of support services to high potential students who are pursuing a graduate degree, bachelor’s degree, associate degree, certificate, or apprenticeship in a high-demand trade, health care or STEM program in Washington state.

 

KEY RESPONSIBILITIES AND ACCOUNTABILITIES:
  • Lead the design and implementation of the application, selection and disbursement processes for GRD Scholarship recipients in a cross-functional environment
  • Develop and manage a state-wide stakeholder engagement strategy that promotes and supports program deliverables
  • Collaborate with higher education and industry partners to secure practicum placement and job attainment for GRD Scholars in medically underserved areas
  • Support the creation and assessment of outcomes through key performance indicators to ensure the program is delivering its intended impact
  • Lead the continuous improvement of all GRD programming efforts
  • Apply strategic thinking and project management skills to support program management activities such as budget management, stakeholder outreach and continuous program innovation

 

POSITION REQUIREMENTS:

 

Education and Experience

  • Bachelor’s or master’s degree (or equivalent experience)
  • Five years of experience working in program or project management, higher education, health care or related fields
  • Dedicated to understanding and supporting the unique challenges facing medical practitioners in medically underserved areas

PREFERRED QUALIFICATIONS, KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of:

  • Best practices in program management and collaborative design processes
  • How to effectively build and maintain a large network of professional relationships
  • Complexities of advanced practice nursing programs, from program objectives to clinical practice expectations
  • Barriers to preparing needed health care professionals with advanced degrees to address health disparities - particularly experienced in remote and otherwise medically underserved areas of our state

 

Skill in:
  • Strategic planning and project management including timeline development, goal setting and program evaluation
  • Analytical problem solving including the ability to think critically, conduct research, analyze program options and clearly explain alternatives
  • Establishing and cultivating diverse stakeholder group relationships
  • Leveraging technology and other creative solutions to enhance productivity and grow efficiencies

 

Ability to:
  • Execute and administer contracts or memorandums of understanding (MOU) with multiple stakeholders, monitoring progress to goals and assuring reimbursement for services rendered per the agreement
  • Collaborate with internal and external partners to build an effective, efficient, scalable and sustainable program for GRD Scholars
  • Thrive working independently and under supervision in an energetic, fast-paced team environment
  • Balance competing priorities in a cross-functional workspace

 

LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS:
  • Valid Washington state driver’s license or identification card
  • Access to reliable transportation for business travel
  • Proof of automobile insurance if using a personal vehicle for business travel
  • Complete a criminal background check absent of offenses impacting ability to perform in the role
  • References will be required of short-listed candidates
WORK ENVIRONMENT:
  • Occasional lifting of up to 20 pounds; regular walking, sitting, bending, twisting, and reaching
  • Open to dialogue about issues related to diversity, equity, and inclusiveness
  • Hybrid workplace including work-from-home time blended with shared office environment with moderate noise levels from standard office equipment
  • Ability to perform consistent work on a PC required
  • Travel up to 10% of the time, pending COVID-19 restrictions
