Job Summary

The University of Colorado Boulder encourages applications for an Assistant Registrar, Tuition Classification ! Reporting to the Associate Registrar for Enrollment and Records Services, this position manages and serves as the content expert for a team that provides courteous, accurate, and timely customer service to clients regarding tuition classification and residency.

This work unit exists to determine residency status for tuition purposes for incoming University of Colorado Boulder students. To ensure fair, accurate, and consistent residency determinations, this position, and team lead collaboration efforts with the other CU campus registrars as well as with the Boulder campus Office of Admissions, Colorado Law Admissions, and Division of Continuing Education. This team makes determinations for currently enrolled students who petition for a change of residency status or who claim an exception to the residency requirement.

Regular responsibilities of this team include: updating information in students’ records upon receipt of appropriate documentation and at the point of a determination; educating students, parents, and others concerning requirements for resident tuition status; understanding, keeping current on and answering questions about State of Colorado tuition classification statutes; providing training and direction of the workflow of unit and personnel who assist in processing applications; applying tuition classification law to individual circumstances and informing people as to why they do or do not qualify; explaining what steps might be vital to qualify at some future time; recording and analyzing trends and making recommendations to adapt policies and procedures appropriately; keeping current and accurate documentation and reports.

What Your Key Responsibilities Will Be

Supervision and Leadership
  • Provide progressive management and leadership, motivating and directing the Tuition Classification team within a complex service-oriented setting.
  • Directly supervise 3.0 FTE, which includes conducting performance planning and position management of three tuition classification officers, and indirectly supervise up to five student employees.
  • Delegate responsibilities effectively to maximize own efficiency and to develop all team members' abilities and experience.
  • Assure that the highest quality staff and student employees represent the Office of the Registrar for customer interactions, supporting tuition classification and residency services.
  • Ensure employees are and have the resources to remain properly trained and current with new and revised statutes, policies, and procedures through training and professional development, internal documentation and feedback from campus and statewide stakeholders.
  • Motivate and educate staff to understand their roles and responsibilities in helping CU Boulder and the office meet its goals, live up to its mission and creed, and contribute to a positive working and learning environment.
  • Understand key business processes in the Tuition Classification work unit to provide back-up, troubleshooting, and guidance on critical or challenging issues.
  • High-level understanding of key Enrollment and Records Services processes that the Tuition Classification staff provide such as verifications and basic academic records transactions.
  • Manage and maintain current position descriptions which are relevant to the changing needs of customers, the campus, and available resources. Ensure that staff evaluations are delivered with timeliness, consistency, and accuracy across the unit while aligning with the department’s philosophy and mission regarding staff performance.
  • Ensure that student employees are managed with consistency, professionalism, and appropriate expectations which result in the development of excellent student staff who provide reliable, accurate, and courteous service to customers.
  • Provide input on issues related to staff, services and support, procedures, best practices, changes, laws, customer inquiries, and so on; support and provide guidance to other ERS team members as needed; represent the Office of the Registrar and the CU Boulder campus in various meetings, conferences, and other professional settings.

Residency/Tuition Classification Expertise, Business Process Improvement, Documentation & Support
  • Serve as expert within the Tuition Classification team on tuition classification as it relates to adult petitions, emancipation petitions, military students, ASSET, international students, admissions lists, and other tuition classification exceptions.
  • Assess business processes regularly to identify issues that may develop and need attention, including procedural inefficiencies, cumbersome or outdated processes; recommend and help develop solutions and ideas for business process improvement.
  • Ensure current and accurate forms, publications, websites, deadlines, and internal documentation and reports. Advise and inform staff on changes to communications, forms, and training.
  • Review Tuition Classification online classes and informational videos for students seeking in-state residency to ensure accurate and up-to-date information.
  • Backup other ERS services and provide support as needed.

Laws and Policies
  • Educate clients in person and via telephone and email about Colorado statutes and requirements, and advise clients about alternatives if they are unable or unlikely to qualify.
  • Answer common and complex questions related to state and federal laws, regulations, university policies, procedures, etc.
  • Speak with clients who have been escalated from tuition classification officers or other offices. Present or designate staff presenters for key populations and events, including summer orientation, Admitted Student Day and other campus events as needed, and to graduate students and their department liaisons on how tuition classification statutes apply to the graduate community.
  • Maintain tuition classification phone tree and voice messages.

Tuition Classification Petition and Exception Processing, Audits, and Statistics
  • Process incoming petitions and exception forms accurately and expeditiously.
  • Update information in the student information systems to ensure proper communications are sent accurately and on time.
  • Develop processes to audit and ensure TC staff are making accurate assessments and data entry.
  • Collaborate with CU-SIS Development and other relevant areas/offices to put reviews in place that limit errors, improve consistency and equally distribute residency reviews to TC support staff. Provide statistics on a monthly basis that can help management make informed decisions.

Admissions Tuition Classification Review
  • Determine residency status of newly admitted students referred by admissions credential examiners as well the Law School.
  • Evaluate ASSET student applications.
  • Notify students of requirements to petition if application information is not sufficient to make a determination.


What We Can Offer

The hiring pay range is $62,000 - $67,000.

  • A bachelor’s degree from an accredited four-year institution of higher education.

  • Experience with PeopleSoft Campus Solutions.
  • Experience with document imaging and document workflow systems (i.e. OnBase).
