Director of Export Controls

The Pennsylvania State University (Penn State) seeks candidates for the position of Director of Export Controls (Director). Reporting to the Chief Ethics and Compliance Officer (CECO), the incoming Director will have the opportunity to lead the day-to-day operations and implementation of the University Export Management and Compliance Program and continue to propel the University forward as a national leader in responsible research, ethics, and compliance.

The Director will maintain responsibility for establishing, implementing, and enforcing the University-wide export compliance policies, procedures, and guidelines designed to meet or exceed the requirements of the various federal laws governing the export of goods, technology, and information, including compliance with ITAR, EAR, and OFAC regulations. 

Serving nearly 100,000 students across 24 campuses, Penn State is a large, complex research institution with highly decentralized compliance and ethics functions. The Director will be a strategic collaborator and vital partner to a large and diverse array of University stakeholders, including the Applied Research Laboratory, the Electro-Optics Center, Office of Sponsored Research, and the Penn State Hershey College of Medicine.  As an Empowered Official, the Director is designated in accordance with federal regulations and has signature authority for the institution in all international trade related transactions, issues, and investigations related to the operations of the University, and assumes personal liability for the compliance efforts of the institution in the area of export controls.

The Director must balance the need for international collaboration in the higher education market with the necessary requirements for all U.S. persons, including institutional persons such Penn State, to fully comply with all applicable federal export control regulations in their operations.  It is expected that there will be a close working relationship with faculty, staff, and senior administration to establish, implement, and enforce guidelines and procedures designed to minimize the practical impact on University operations while maximizing the export controls compliance efforts of the University.  A Master’s Degree and five years of related experience are required, or an equivalent combination of education and experience. Juris Doctorate and prior experience in higher education preferred.
