General Summary

Reporting to the Vice President for Administration, the Director of Budget, Grant, & Auxiliary Services oversees the college's Budget Office, manages the annual budget development process, processes supplemental budgets and allotments, monitors monthly/quarterly fiscal status, projections and conducts cost and operations analysis. The Director assists faculty and staff in the preparation of grant budgets, monitors the financial management of grants, assures compliance with grant financial requirements, and invoices grant funders for payments . The Director confers with Executive Leadership, Financial Services staff, state budget staff, and college program and budget managers on all aspects of budgeting and related reporting, and provides complex analysis . Develops recommendations for executive action on a wide range of budget related projects and policies and participates in strategic plan. In addition, the Director also supervises the operations of the Bookstore, Event & Conference Services, and the college contracted food service (Auxiliary Services).

Essential Tasks

  • Support executive leadership by providing projected revenue and expenditure data and cost analysis;
  • Assist with data driven decision making.
  • Develop recommendations for executive action on a wide range of budget related projects and policies and participate in strategic planning.
  • Supervise Grants & Contracts Specialist and other assigned personnel.
  • Plan, direct, and supervise the processes for annual budget development and monthly and quarterly fiscal monitoring.
  • Manage the development of college budgets in collaboration with department heads and senior administrators.
  • Consult with program staff and executive leadership to identify problems and develop budget and fiscal policies and solutions. Monitor expenditures to budget and recommend corrective action.
  • Communicate the budget direction of the Vice President of Administration to the college program administrators, budget managers and staff.
  • Advise and recommend alternative courses of action to administration in relation to budgeting. Analyze legislation, project costs, and prepare fiscal notes.
  • Develop and conduct budget training programs for college employees on budget-related department regulations and procedures and projection and monitoring methods.
  • Manage the design, development, implementation, maintenance, and modification of budgetary procedures such as the planning process and proper allocation of funding and revenue to institution departments; ensure compliance with the standards established by the State Office of Financial Management.
  • Foster positive working relationships with college leadership, faculty, staff, and the State Board of Community and Technical Colleges.
  • Consult with representatives from other state agencies regarding fiscal matters and participate on interagency and inter institutional committees.
  • Control the allocation of state funds to applicable budgets and oversee position control for faculty, staff and administrative positions. Oversee procedures to generate annual budget adjustments including increments to payroll and benefits for the college. Monitor payroll and benefit expenditures.
  • Review operating systems and develop systems improvements where necessary.
  • Analyze operating costs and apply the analysis in the College's strategic and implementation planning processes.
  • Design, develop and maintain computerized systems to support budget functions, project costs as requested and direct the preparation of cost studies and managerial reports required by both internal activities and external sources.
  • Provide guidance to others in design, development and/or implementation of computer analytical models for projection or analysis of fiscal data or major budget function.
  • Serve as a resource to the student government budget committee.
  • Lead special projects including but not limited to forms development, and budget procedure manual development.
  • Coordinate the financial management of College grants including assisting administrators and faculty in the preparation of grant material, budget analysis, monitoring budgets, invoicing and reconciling. Notify appropriate personnel of action needed on budget problems. Generate billing to external agencies.
  • Provide direction and guidance to college departments on grant management procedures; interpret rules and regulations assuring compliance with requirements, and reconcile to Financial Aid on specific grants.
  • Establish and maintain files of current grants and contracts; provide progress reports, accumulate statistics, notify all concerned of application deadlines and ending dates.
  • Provide leadership and supervision of the Bookstore Manager and Manager of Conference Services.
  • Develop, recommend, and implement changes that improve Auxiliary Services operations.
  • Develop and monitor annual budgets for Auxiliary Services operations.
  • Develop and implement internal control procedures.


Qualifications

MINIMUM QUALIFICATIONS
  • Bachelor's Degree in Accounting, Finance, Business Administration, Public Administration, or related field, AND three years of experience working with budgets and budget management.
DESIRED QUALIFICATIONS
  • Experience working in higher education institutions
  • Experience with State Board ctcLink conversions
  • Experiencing managing federal and private nonprofit grants
  • Experience with the State Board's financial management system
  • Certified public accountant or similar credential
  • Master's degree in accounting, financial management, or related discipline
