Position Primary Purpose and General Responsibilities

Reporting to the Senior Associate Director in the Office of Financial Aid and Scholarships, the Associate Director for Financial Aid Program Compliance leads a team of professional staff that ensures regulatory compliance of financial aid programs, manages scholarships across the University, and oversees non-traditional financial aid programs including those for veterans and athletes. This position also provides operational support and monitors financial aid activity, tracks financial aid program funding levels, and ensures fiscal and regulatory compliance of expenditures against all financial aid transactional account activity.

The position will utilize these existing resources to perform account monitoring functions:

This position will provide data-driven research and analysis to department staff, campus partners, and executive leadership to support timely and accurate decision making and improvements, management, planning, assessment, and policy development activities. This position will provide direction on the design and gathering of data and analyze educational record data, employing a variety of statistical and analytical methodologies and techniques; disseminate forecast and trend information in a variety of formats to campus administrators and external reporting agencies; and prepare and support the development of dashboards, reports, and data summaries to benchmark workflow progress.

Primary Responsibilities Include:
-Leads a team of professional staff to ensure financial aid program compliance with applicable regulations and policies.
-Ensures compliance and program management with the completion of secondary process reviews.
-Compiles responses to audits and other internal control reviews in partnership with other department staff, including the active participation in Banner testing to ensure that systematic updates are properly meeting program rules, intentions, and outcomes.
-Validates compliance is being met within financial aid programs with reconciliation deadlines such as Pell grants, Direct Lending and Return of Title IV Funds.
-Troubleshoots and resolves account reconciliation concerns. Identifies risks and provides solutions.
-Updates the Federal Title IV Participation -Agreement with gainful employment certificate programs.
-Responsible for updating and submitting the Fiscal Operations Report and Application to Participate ( FISAP ) and bi-annual Foreign Gifts and Contracts reports.
-Responsible for updating and submitting State Council of Higher Education for Virginia ( SCHEV ) reports, including the S1/S2, S5, and responding to related reports and inquiries.
-Manage data and process for reporting information to campus partners, including executive leadership.
-Leads a team of professional staff and partners Development and Alumni Relations to effectively manage scholarship offerings and eligibility requirements across the University.
-Responsible for Scholarship hub data integrity, training manuals, adding or removing user access, and providing business process updates to end users.
-Responsible for Title IV compliance and reporting, scholarships, athletic aid, Veteran aid programs and satisfactory academic progress appeal review process.
-This position must provide efficient customer service and review/reconcile account information within a timely manner.

Minimum Hiring Standards

-Bachelor’s degree from an accredited institution.
-Experience working in a financial aid and scholarships office, preferably in program compliance and/or account reconciliation.
-Knowledge of generally accepted accounting and financial aid program management principles,
-Ability to interpret federal, state, and institutional rules and regulations, policies and procedures, and exercise excellent professional judgement to ensure appropriate aid resources are directed to students.
-Strong ability to take initiative, demonstrate methodical organization, detail-orientation, and follow through to completion all assignments effectively.
-Ability to prioritize, anticipate what next steps are involved within the business process, and meet deadlines is highly regarded.
-Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU .

Preferred Hiring Standards

-Master’s degree from an accredited institution.
-Five or more years of financial aid experience at a four-year public institution.
-Experience with military VA programs and NCAA athletic aid.
-Experience compiling or providing data for federal, state, and institutional reports.
-Prior supervisory experience.
-Prior Banner student information system and/or scholarship management system experience.
-Experience serving as a certifying official.
