Overview

Employment Status: Full-time, "Exempt", Probationary position.

Work Schedule: Typically, Monday through Friday 8:00 a.m.-5:00 pm. Evenings and weekends as required.

Position Summary:
In support of California State University, San Bernardino's (CSUSB) research, creative, and scholarly activities, the Sponsored Programs Administration office provides post-award financial and compliance oversight of funded grants and contracts from award issuance to close out.

Under general direction of the Director of Sponsored Programs Administration (SPA) the Senior Research Analyst (RA) will act as a post award liaison and will require close coordination with funding agencies, principal investigator/project director (Pl/PD), Auxiliary Financial Services (AFS), Auxiliary Payroll (Payroll), University Enterprises Corporation Human Resources (UEC HR), Office of Research & Sponsored Programs (ORSP) and various University departments, colleges, and divisions.

The Senior Research Analyst will work independently and apply extensive independent judgment and expertise to perform timely, compliant, high quality post award administration to an assigned portfolio of multiple high volume, complex contracts and sponsored projects and those with unique requirements; and will have direct responsibility and accountability for work results.

The Senior Research Analyst will use extensive knowledge to monitor the regulatory environment, perform work in situation where numerous diverse demands are involved, and independently determine approaches to project management and effectively prioritize and manage an assigned workload of sponsored projects.

Typical Activities

Typical duties may include but may not be limited to:
  • Serve as the central resource and contact on a regular basis for the Pl/PD for all post-award issues, policy and procedural matters, and will provide initial and ongoing educational and regulatory guidance and counsel on research administration matters.
  • Utilize investigative/research and analytical skills while performing complex financial analysis and customized reporting, policy research, analysis and evaluation, related to grants and contracts fund management to include, fiscal and budget analysis, financial management, accounting, compliance, and problem solving.
  • Analyze and interpret various institutional accounting processes, funding agency terms and conditions, Uniform Guidance regulations, institutional policies to conduct orientation and training of Pl/PD and project staff.
  • Utilize advanced working knowledge of research administration to apply standard theories, principles, practices and techniques to review and analyze award documents to develop award notification and set up documents, determine budgetary guidance and restrictions, extract reporting requirements and due dates, determine invoicing requirements, and obtain other required documents.
  • Provide financial administration and compliance oversight of complex projects in accordance with institutional policy and agency requirements from notice of award and set up to final closeout.
  • Provide direct one-on-one training to educate Pl/PD and project staff on how to generate and read Common Financial System (CFS) financial statements, queries and drilldowns.
  • Assess the need for and authorize budget adjustments or modifications and cost transfers. journal entries and generate appropriate requests to funding agency for approval or for processing in PeopleSoft.
  • Provide analytical and financial support and updates for Pl/PD and respond to changing needs for specialized financial and/or ad hoc reports to meet internal and external requirements.
  • Analyze and review of expenditures to determine funds availability, adherence to budget. allowability, allocability, and compliance with agency and institutional regulations and policies to ascertain accurate and complete submission of supporting documentation.
  • Effectively interpret, organize, and compile all required supporting documentation certifications, and approvals to develop high volume, multi-tiered, and complex project related external subawards and contracts.
  • Provide direction and act as expert source of advice and guidance to Pl/PD and project staff for training and review of acceptable documents needed to certify the cost sharing and effort reports, collect on a monthly/quarterly basis, and meet with project staff as needed to follow up on collection of documents.
  • Oversee and direct the project close out in accordance with funding agency/institutional policies and record retention management to ensure contractual obligations and compliance requirements are met.
  • Participate in and contribute to process improvement through presentations and may lead staff in special projects to support the team and operational initiatives.
  • Other related duties as assigned.


Minimum Qualifications

Education and Experience:
  • Bachelor's degree and/or equivalent preferably in Business Administration, Public Administration, Accounting, Finance or closely related field.
  • Five (5) years experience and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
Desired Qualifications:
  • Directly related experience in managing various types of award mechanisms including grants, contracts, subcontracts and cooperative agreements.
  • Extensive knowledge of Uniform Guidance/Office of Management and Budget (0MB) circulars applied to Federal grants.
  • Experience with PeopleSoft Common Finance System.
  • Experience working in an academic research administration setting.

Knowledge, Skills and Abilities:
  • Comprehensive knowledge and experience in the area of post award Research Administration project management.
  • Ability to manage high volume and complex projects and transactions. Ability to comprehend, interpret, and advise on federal, state, and sponsoring agencies rules, regulations, policies regarding sponsored projects.
  • Strong analytical, technical, interpersonal, and organizational skills to independently determine workload priorities, manage multiple tasks, work within strict time constraints, and set timetable to meet deadlines, goals, and objectives.
  • Must have experience in developing and monitoring budgets, contracts, accounting, fiscal reporting and government compliance.
  • Ability to think and work independently as well as part of a team.
  • Ability to provide excellent customer focused service and deal tactfully and professionally with a diverse customer base both internal and externally.
  • Must be able to communicate and interact professionally, openly and effectively with faculty, administrators, staff, and the community with the ability to identify and understand questions and provide helpful responses for problem resolution.
  • Ability to establish and maintain cooperative working relationships within and outside the workgroup and serve a liaison for the organizational unit.
  • Proficiency using computer programs such as Word, Excel, and PowerPoint. Outlook and database related programs.
  • Must be dependable, self-motivated and detail oriented.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU.
