Director, Regional Fiscal Operations
Cabrillo College is seeking an experienced professional to serve as Director, Regional Fiscal Operations for the 28-college Bay Area Community College Consortium (BACCC). BACCC is one of 8 regional consortia, funded by the Chancellor’s Office, to facilitate collaborative responses to regional workforce development needs. Cabrillo serves as the fiscal agent for BACCC. The Director, Regional Fiscal Operations directs the fiscal management and compliance of the Strong Workforce Program funding streams for which the BACCC is responsible for sub-granting to regional member colleges and K-12 Local Education Agencies.

COMPENSATION AND BENEFITS
Salary Range : $85,754 to $120,664 per year. Salary placement is determined by documented education and experience. An annual doctoral stipend of $3,977 is granted to eligible employees.
Cabrillo College currently provides a generous benefit stipend for employees plus dependents that employees apply towards benefit selections for medical, dental, life, and short-term/long-term disability insurance. Depending on health plan selections, in many cases full-time employee net out-of-pocket for benefit premiums may be as low as $0.
Classified administrators are required to join the Public Employee's Retirement System (PERS) and as such must contribute up to 7% of their monthly salary to PERS on a pre-tax basis. Please see the Benefits link on the HR webpage for more information.
This opportunity is a full time assignment, 12 months per year. Cabrillo administrators enjoy a 225-day work schedule, which equates to an average of 20 self-selected non-work days, 15 set holidays, and 3 individual responsibility days off annually. 12 days of sick leave accrue annually.

Examples of Duties

- Plans, organizes, directs, controls, integrates and evaluates the work of BACCC fiscal operations staff; with managers and staff, develops, implements and monitors work plans to achieve goals and objectives; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
- Directs and manages the performance of managers and staff; directs and oversees the selection of managers and staff; establishes performance requirements and professional development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development including performance evaluations; accurate reporting of absence time; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Board Policies, Administrative Procedures, Human Resources procedures and collective bargaining agreements.
- Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of BACCC’s mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
- With members of Senior Management, participates in the development and implementation of BACCC strategic plans, goals and objectives; leads and directs department staff in the development and application of new methodologies, technologies and business process improvements to achieve higher efficiency, productivity and customer service in department work processes.
- Plans, directs and oversees BACCC fiscal operations; develops and manages BACCC allocation of Strong Workforce Program funds and operating budget; prepares or directs the preparation of financial projections, analyses, financial statements and reports.
- Provides staff support in processes to evaluate and make decisions on sub-grant allocations of Strong Workforce Program funds based on BACCC strategic and funding priorities; establishes, maintains and amends sub-grant contracts; develops systems and tools to provide transparency into allocation, payment and usage of funds to grantees, member colleges local education agencies, and the public.
- Through subordinate managers, provides fiscal oversight of Strong Workforce Program funding streams; through programmatic monitoring and auditing, ensures the Chancellor’s Office and other funders’ requirements and expectations are met regarding proper use of funds, expenditure accounting, and reporting; ensures invoice processing support for member business offices works efficiently and effectively; reviews complex invoice and contract issues and develops and implements appropriate actions/methods for resolution.
- Develops, implements, maintains and documents financial systems to support the process of receiving and distributing regional funding streams including tracking and reporting systems for use by regional members; communicates with managers of sub-granted funds to understand how BACCC can provide better grant management support; directs, implements and oversees process enhancements, technology enhancements and new procedures and methodologies.
- Collaborates with the Chancellor’s Office, other Regional Consortia and other Workforce and Economic Development stakeholders to build the system’s capacity to deliver intended outcomes of the Strong Workforce Program; serves on committees, presents and represents the BACCC at local, regional, state and national conferences, meetings, workshops and training seminars.
- Ensures integration of and adherence to Cabrillo College’s Business Office policies, procedures, practices and timelines in fiscal management processes.
- Demonstrates sensitivity to and understanding of diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation and ethnic backgrounds of community college students, faculty and staff.
- Monitors political landscape affecting the Strong Workforce Develop Program and BACCC funding streams, program areas and strategic priorities; identifies new funding sources and grant opportunities.
- Participates in special projects and BACCC events.
- Performs related duties as assigned.
EDUCATION AND EXPERIENCE
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- Understanding of, and sensitivity to the diverse academic, socio-economic, ethnic, religious and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff, AND
- Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, business administration or a closely related field, AND
- Seven years of progressively responsible experience in finance and accounting or public accounting experience, including grants accounting; OR

Leadership experience related to community college career education.
