GENERAL SUMMARY
Reporting directly to the University Registrar, this position is responsible for managing the day-to-day activities and the oversight of various core functions within the Office of the Registrar. Overseeing our records, registration, and certification units, the position’s primary responsibilities will include participating in the development of strategic goals and objectives, directing the activities of administrative and clerical support staff, providing leadership in business process transformation, and Student Information System (SIS) governance. Working closely with the University Registrar, this position will establish, update and review policies and procedures in order to assure compliance with University policies as well as state and federal legislation. Responsibilities may change as development and implementation of the Student Services Excellence Initiative updates registration protocols and processes of the University Registrar’s office.

Responsibilities:

  • Supervise up to 5 full-time staff members, and assist with oversight of the part-time student employees
  • Manage day-to-day front office functionality, including the areas of registration and records maintenance, certification services including transcripts, verifications and veteran’s benefits, student health benefits plan administration, graduation services including graduation applications, degree audit review, degree conferrals, diploma distribution and annual commencement ceremony preparation
  • Lead Student Services Excellence Initiative (SSEI) projects, including transcript and verifications portal for students with the National Student Clearinghouse, and manage new tasks as assigned.
  • Assist with budgetary planning and preparation of annual budget projections
  • Control expenditures and monitor all accounts to ensure conformity with authorization.
  • Maintain OTR Business Continuity Plan and establish quality checks, documentation standards and reviews for data processing procedures to ensure security, continuity of operations, compliance, and best practice
  • Assist with annual university wide commencement ceremony logistics, including proofreading/editing of commencement communications, script, instructions, program and addendum, and management of commencement volunteers and marshals.
  • Serve as liaison to Financial Aid and Bursar’s Office; develop and maintain contacts with other campus offices to obtain student data and transfer information.
  • Collaborate with divisional Registrars to implement effective and consistent administrative practices through technology and business operations
  • Integrate new technology changes with existing systems for administrative process improvements.
  • Foster a culture of professional growth and development, and pursue opportunities for meaningful engagement within the Hopkins community for all OTR staff.
  • Provide oversight for compliance with the Federal Educational Rights and Privacy Act (FERPA) to preserve the confidentiality and integrity of student records.
  • Offer support and guidance to University Registrar and school-based Registrars as needed.


Education and Experience:

  • Bachelor’s degree required; Master’s Degree preferred.
  • A minimum of five (5) years of experience working in a post-secondary institution required; previous leadership experience in a registrar’s office preferred.
  • Demonstrable experience leading and supervising a highly talented team, including performance management and professional development.

Special Knowledge and Skills:

  • Strong written and verbal communication skills.
  • Knowledge of educational administration, higher education structure, and factors that impact decision making at private institutions.
  • Knowledge of theory and practice of student development.
  • Knowledge of project management
  • Understanding of evolving procedures and best practices.
  • Grasp of compliance standards required by federal and state laws and regulations regarding student records, privacy, reporting, and funding.
  • Familiarity with information technology and computing applications used in higher education and trends and developments in technology that apply to student systems including web-based applications.
  • Familiarity with accounting theory and practice to guide budget design and management.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
