Position Summary
Pursuant to Title IX of the Education Amendments of 1972 and the U. S. Department of Education’s implementing regulations at 34 C.F.R. Part 106, the University’s Director of Title IX Compliance and Title IX Coordinator has primary responsibility for coordinating the University’s efforts to comply with and carry out its responsibilities under Title IX, which prohibits sex discriminations in all operations of the University, as well as retaliation for the purpose of interfering with any right or privilege secured by Title IX. 

The Director of Title IX Compliance and Title IX Coordinator reports to the Senior Associate Vice Chancellor for Equal Opportunity and Compliance with a dotted line report to the Vice Chancellor for Human Resources and Equal Opportunity and Compliance. The Director will assist the University of North Carolina at Chapel Hill in achieving its goals of providing an open, diverse and inclusive learning and working environment by leading the University’s response and compliance efforts related to Title IX. This position directly supervises the Associate Director of Title IX, the Report and Response Coordinators, and the Business Services Coordinator. Additionally, the position shares responsibility for supervision of the investigative staff in the Equal Opportunity and Compliance Office (EOC).

The duties of the director include, but are not limited to:

  • Coordination of the University’s efforts to comply with statutory and regulatory requirements related to Title IX, and leadership in managing the ongoing implementation of the University’s Policy on Prohibited Discrimination, Harassment, and Related Misconduct;
  • Strategic leadership of institutional efforts aimed at Title IX compliance, awareness, education and response, both as part of the Equal Opportunity and Compliance Office and in partnership with other units on campus;
    - Management of the University’s timely response to and investigation of complaints pursuant to Title IX, including sexual harassment and sexual misconduct;
  • Leadership in guiding and supervising the staff of the EOC/Title IX Office; 
  • Service as the central point of coordination for Title IX compliance among University offices and committees with responsibilities relating to Title IX and institutional leadership on matters related to discrimination, harassment, and Title IX;
  • Assistance in the development and implementation of ongoing campus-wide climate surveys to assess the university community’s overall understanding of harassment and gender-based violence; identification of trends and barriers that are counterproductive to a respectful, violence-free environment; and customization of training programs to eliminate the conduct and its effects on the well-being of the campus community; and 
  • Provision of ongoing consultation regarding Title IX and related federal and state requirements and the University’s compliance program to the Chancellor, Provost, Vice Chancellors, Deans, Board of Trustees members, and others as appropriate.

Educational Requirements
Master’s degree in business, human resources, higher education administration or other relevant discipline is required. Juris doctorate or equivalent from an accredited law school is preferred, but not required.

Qualifications and Experience
A minimum of five years of progressively responsible experience in Title IX complaint resolution/investigations or leadership is required, although comparable experience in equal opportunity, affirmative action, or human resources in higher education will be considered. Demonstrated knowledge of and ability to interpret federal and state equal opportunity and non-discrimination laws and regulations, including Title IX, VAWA, FERPA, and other applicable laws and regulations is required. Experience at a large, complex research institution is preferred. The successful candidate must have strong organization, planning, analytical and problem resolution abilities; demonstrated ability to communicate effectively both verbally and in writing; excellent interpersonal skills; and the ability to understand the needs of the University and to work collaboratively with students, faculty, staff, administrators and community partners. In addition, candidate must have a demonstrated ability to exercise independent and mature judgment, maintain objectivity, and safeguard confidential and sensitive information. A sense of urgency in approaching responsibilities in light of Title IX law and guidance is essential.
