Bachelor’s degree in Business Administration, Management or a related field. Five years of management experience in custodial services or a related field. Seven years of experience preferred. Ability to communicate effectively in Spanish is desirable. A combination of education, experience, and training that would produce the required knowledge and abilities could be considered.

Nature & Purpose of Position

Provides strategic management, operation and financial direction for Facilities Management Custodial and Sanitation Services. Directly supervises multiple work groups and is responsible for overall service delivery, leadership and management of staff, customer satisfaction, contract execution and financial performance of Custodial and Sanitation Services.

Primary Responsibilities

Directly supervises the Custodial and Sanitation Services department by providing custodial and sanitation services as well as event support services to Sam Houston State University. Responsible for the execution of all contracts related to Custodial and Sanitation Services. Manages the in-house solid waste collection and disposal program through the system of daily pick up and hauling of waste to the local landfills. Managerial assignments may evolve in structure and scope based on organizational need. Manages all operations in accordance with Association of Physical Plant Administrators ( APPA ), customer expectations, and division/departmental objectives. Provides leadership and supervision to all assigned staff. Responsible for ongoing performance management, training, mentoring, hiring, and development planning for all assigned staff. Manages and ensures compliance and execution of all assigned contracts and ensures that the Custodial and Sanitation Services staff and contract is in compliance with the University policies, procedures, and regulations. Communicates with client representatives to determine service/support requirements and develops service delivery strategies that are responsive to their requests and needs. Provides recommendations, scopes of service, proposals and cost estimates to customers as needed. Establishes and maintains relationships with clients to ensure alignment of priorities and effectiveness of services. Establishes and/or implements work performance standards and measures for all employees to ensure service delivery and customer satisfaction expectations are consistently met. Optimizes customer feedback systems and measurement reports using the assigned work order system to accurately reflect the effectiveness of cleaning programs and related services. Negotiates, prepares, and manages measurable service agreements to ensure customer satisfaction and department success. Implements and continually refines programs for training new employees and re-training existing employees on environmental health and safety compliance, effective cleaning and sanitation procedures, and customer service skills. Establishes and continuously refines the emergency response capacity of Custodial and Sanitation Services, including contingency planning for severe weather conditions (e.g., snow, ice, wind, and rain), building flooding, Blood-borne Pathogen or other biohazard cleanups, and other potential incidents as required. Provides 24/7 emergency response to constituent community. Physically responds to incidents/situations, acts as on-site management representative (when needed), and coordinates related vendor resources as needed at locations across the campus. Continually updates the Custodial and Sanitation Services critical emergency response contact information and protocols to ensure they are current and accurate. Ensures workforce compliance with all applicable federal, state, and local regulations related to environmental issues, workplace safety and Americans with Disabilities Act ( ADA ) requirements. Oversees the procurement of materials, supplies, specialty services and supplemental labor, and visits with vendors as needed. Manages inventory and quality control. Oversees supervisory compliance with weekly payroll protocols and procedures. Responsible for the development and tracking of annual operating budgets and plans for Custodial and Sanitation Services. Benchmarks Custodial and Sanitation Services value and effectiveness against alternative service providers. Responsible for employee management and resolves all customer services issues. Partners with others across Campus Services groups, customers, and the University community at large to achieve optimal delivery of Custodial and Sanitation services and efficient use of resources. Demonstrates and promotes the mission, vision, and values of the organization. Provides stewardship, strategies, and services that create an excellent customer experience. Acts in the University’s best interest at all times. Exhibits appropriate professional conduct at all times such that harmonious business relationships are developed and maintained. Leads and/or provides support for special projects (short and long-range), initiatives, and tasks as assigned. Works with the Payroll Department, Academics, Residence Life, Dining and other campus departments. Maintains contacts with University departments, vendors, suppliers, and off campus agencies. Must have knowledge of cleaning and janitorial materials, custodial and sanitation equipment, and methods. Responsible for various contract management and coordination. Performs other related duties as assigned.

Other Specifications

Demonstrated proficiency in desktop computing systems, including Microsoft office (Word processing spreadsheet and database applications). Working knowledge of network-based systems. Experience utilizing asset and work management systems. Familiarity with handheld computing, equipment diagnostics, bar-coding, and related technologies. Demonstrates hospitality mindset in job duties and interactions. Demonstrated financial management skills and the ability to establish and track key performance indicators. Must have experience with contract management and quality control/customer service satisfaction. Demonstrated leadership abilities and willingness to both lead a team and serve as an active team member. Demonstrated ability to solve complex problems involving multiple parties and demonstrate ability to maintain flexibility in assignments and work with constrained resources on tight deadlines or in emergency response roles. Demonstrated ability to develop favorable interpersonal relationships in a diverse, customer-focused environment. Demonstrated excellence in written and oral communications. Must be mentally alert at all times. Must be able to stand and walk for long periods of time, and access non-disability accessible work spaces/areas as well as confined spaces. Must be able to walk up and down stairs, climb ladders, and routinely walk between campus buildings/areas. Must be able to enter various types of buildings, industrial plants, and/or construction sites. Required to wear personal protective equipment when necessary. Extreme care is required in the performance of duties to prevent injury to self or others. This position may require work after hours, weekends, and events, as necessary.

Position requires driving and operating a University vehicle; therefore, a valid Texas driver license and driving record acceptable to the university’s insurance carrier is required. A valid Texas CDL commercial driver’s license may be required.

This position may be designated as a Campus Security Authority ( CSA ).
