The Institute for Veterans and Military Families’ ( IVMF ) research and analytics (R&A) team is seeking an experienced program evaluator to support a portfolio of sponsored evaluation projects and work closely with external clients. In this role the evaluation associate will be responsible for evaluation project scoping, design, and plan, project execution and analysis, the presentation of results to clients, and training clients on evaluation approaches and methods as needed. This role is critical to the success of the evaluation work conducted by the IVMF and is expected to further growth the evaluation capacity of the R&A team.

Qualifications

• Master’s degree required in public or business administration, public policy, public health, education, information management, industrial/organizational psychology, social work, or social science. PhD highly considered.

• Three (3) plus years work experience in program evaluation, quality analysis, and evaluation capacity building.

• Preference to those with experience working with veteran, military, and/or military family stakeholders, universities or think tanks, and familiarity with government programs and services for veteran and families.

Job Specific Qualifications

• Superior critical thinking and written and oral communication skills required.

• Proven proficiency in Microsoft Office Professional.

• Experience with business intelligence/analytic tools, data visualization, and digital dashboards.

• Required proficiency with statistical (e.g., STATA, SPSS, SAS ), survey (e.g., Qualtrics), and qualitative analysis (Atlas.ti, NVivo) software packages.

Responsibilities

• Responsible for evaluation project design.

• Design the evaluation methods and protocols for sponsored evaluation projects.

• Establish expectations with the client around the evaluation plan and deliverables.

• Responsible for execution of evaluation project activities.

• Develop tools (i.e. surveys, visualizations), materials, and products needed to execute evaluation project.

• Manage the project execution and the work performed by additional staff who may support the project.

• Coordinate directly with the client or client teams to implement the evaluation plan.

• Responsible for evaluation project analysis.

• Analyze and interpret data and coordinate with potential team members in their analysis of data.

• Design and plan program quality assurance/improvement lines of effort when relevant.

• Responsible for evaluation project reporting, communication, and training with client.

• Establish and meet deliverable deadlines.

• Produce evaluation product deliverables.

• Build evaluation capacity of clients, as applicable.

• Responsible for grant seeking and evaluation project proposal development.

• Support grant seeking efforts.

• Create and develop project proposals.
