Remote Opportunity: This position although listed as a position in Syracuse, NY, is not tied to this region. This position can be executed from any of the 48 continuous states. Capital district location would be a plus.

The Institute for Veterans and Military Families ( IVMF ) is seeking an experienced program manager for project design, implementation, and measurement across the Boeing Aerospace and Defense learning pathway initiative, which is part of the IVMF’s Onward to Opportunity (O2O) Career Skills Program. This individual will provide direct project management and serve as a collaborative leader with the O2O program’s national leadership team and others to develop a new Aerospace and Defense pathway for O2O.

This is a critical role for the IVMF given the signature investment by the Boeing corporation. Responsibilities include (but are not limited to) developing standards, processes, and tools for centralized project design, implementation, and measurement, direct project management support to critical/special initiatives, aerospace and defense industry ecosystem development, LMS assessment and design, integration and management, curriculum development, relationship management driving quality improvement, and growth in project delivery. The position requires prior experience in project management and with working within the military-connected community.

Qualifications

• Bachelor’s degree and three (3) plus years of project management experience required.

• Experience with Customer Relation Management software (e.g. Salesforce).

• Proficiency in Learning Management Systems (e.g. Skillsoft).

• Proficiency in curriculum and instructional design utilizing the adult learning model.

Job Specific Qualifications

• Exceptional organizational skills and attention to detail/quality.

• Experience and personal discipline to successfully manage multiple, complex, concurrent projects; can meet deadlines with competing demands, and responsibilities in a fast-paced work environment.

• Experience with evaluation and management of learning management systems.

• Excellent communicator, both oral and written; demonstrated ability to communicate effectively with senior leaders and external partners/clients.

• Positive, team-focused, and customer-service mindset.

• Preference given to those with a military service connection, or who have worked with veteran, military, and/or family stakeholders, universities or think-tanks, and familiarity with related government programs and services for veterans, families, and related civilian human services programs.

Responsibilities

Specific responsibilities include:
• Work with O2O National leadership team to administratively set up projects, compile and monitor the project, its structure, and processes.
• Support O2O leaders in the forecasting and identification of future needs to drive efficiencies.
• Regularly engage with and conduct reviews with O2O National Leadership team, IVMF budget team, and relevant governance committees to continuously monitor the project portfolio and financial impacts.
• Ensure the oversight and coordination of dependencies across the project and resolve or escalate conflicts, as necessary.
• Elevate any vulnerabilities or risks to the project, so that O2O leaders can make informed business decisions regarding design, implementation, and sustainment efforts.
• Oversee project advertising, marketing, and recruitment efforts to achieve/surpass established deliverables.
• Provide cohesive evaluation summaries and recommendations of prospective partner organizations, resources, and technologies for inclusion in project execution.
• Support selection, implementation, and team training on applicable tools or software, as required.
• Develop and maintain follow-on program participating events to include (but not limited to) networking events, employer panels, and industry employer spotlights presentations.

Stakeholder and Ecosystem Relationship Management:
• Serve as primary tactical O2O liaison with identified Boeing points of contact and accordingly set and maintain a standard communication cadence as specified by project requirements.
• As directed, support O2O project leaders in the management and oversight of project milestones to include attending or facilitating project planning meetings, agenda development and scheduling, and communication with project sponsors, clients, and stakeholders.
• Serve as lead project manager for complex projects involving multiple teams and external partners, as well as special/strategic project initiatives deemed critical by the O2O National Leadership team.
• Establish, cultivate, and maintain an ecosystem of Aerospace and Defense key players to include employers, content delivery partners, employment resource providers, and others in conjunction with IVMF, O2O, and Boeing leadership.

Curriculum Design, Implementation & Efficacy Measurement:
• Facilitate in the development and rollout of project curriculum.
• Partner in the development and evaluation of prospective LMS options.
• Manage the learning pathway content served through the identified learning management system.
• Create and distribute, training records, and associated templates.
• Maintain accuracy of complex LMS processes such as consistent application of course descriptions, curricula configurations, course or class changes and instructor assignments.
• Monitor usage and performance of the LMS . Performs analysis and troubleshooting to identify potential resolutions for learning applications and/or user experience issues.
• Analyze reporting data and provide recommendations strategic direction to leadership.
• Coordinate with operational partners to receive referrals and report outcome data.
• Train O2O program staff on the Aerospace and Defense learning pathway.
• Maintain learning resources for active program participants to ensure relevancy and integrity.
• Ensure graduates are provided with follow-on resources and facilitate hand-off to the alumni services.
• As needed, support and advise O2O National Leadership on vendor evaluation and selection for new solutions.

Internal/External Program Performance Measurement & Reporting:
• Coordinate with key O2O National Leadership team and IVMF operations and SU offices (sponsored programs, general counsel, institutional protections) to support performance reporting and budget management of Boeing contract.
• Development of key performance indicators (KPIs) based off contract requirements and strategic goals.
• Establish, maintain, and support project reporting using determined project KPIs.
• Contribute to relative proposal writing and preparation for new grants and opportunities, with a focus on project scoping, resourcing, and related pre-planning activities pertaining to the Boeing contract.
