Job Description:

Western Illinois University seeks a committed, visionary, experienced leader to serve as Vice President for Finance and Administration ("Vice President" or "VPFA") to lead all financial and administrative affairs for the university. Reporting to the President and serving as the Chief Financial Officer and a senior member of the President's executive team, the Vice President is responsible for all financial and campus operations, collection of all funds at the institution, and recommending and implementing fiscal-, administrative-, and personnel-related policies and procedures. The Vice President will work closely with other senior administrators, deans, and directors, and interacts with faculty, academic and other University staff, students, and community members to manage and strengthen Western Illinois University's business, financial, and administrative policies and strategies to achieve the institution's goals in support of its core values of academic excellence, educational opportunity, personal growth, and social responsibility.

The Vice President will have the broad mandate from University leadership to oversee, coordinate and integrate financial, physical and human infrastructure, institution-wide, and ensure effective stewardship of the University's physical and financial resources. The VP will be expected to acquire a comprehensive understanding of the key issues affecting units within this expansive portfolio, and to shape and implement appropriate strategies, structures, and staffing. The VP will need to become broadly informed about, and sensitive to, the diverse needs and concerns of the many members that comprise the Western Illinois University community. The VP will also need to keep the many members of the community informed of the various priorities and activities.

To be successful, the VP must work collaboratively across the institution for both campuses to carry out the University's core mission and priorities. This position will require an executive who appreciates the necessity of developing and cultivating relationships and credibility with individuals across the University, at all levels of staff and faculty, in order to achieve the objectives of the position. The chosen candidate must be an effective leader of people, and must exhibit the ability to develop leaders, address and manage personnel problems, and contribute to a growing, vibrant, thriving organizational and institutional culture.

The Vice President will take a strategic and innovative approach in all areas of the University's financial, physical and human infrastructure to ensure that decision-making is consistently, accurately, and effectively driven by strategic data and analysis; to consider the full range of opportunities for partnerships, internal and external to the University, and engagement with important constituencies and stakeholders; and to convey consistent communication about Western Illinois University and the strategic interests and positions that are most critical to maintaining a strong and forward-looking financial position.

The key responsibilities for the Vice President include:
  • Advise the President on university business issues and the fiscal impact of policy options. Provide financial analysis, long-range financial projections and long-term planning to assist the administration in making sound fiscal decisions. Recommend fiscal procedures for efficient allocation of resources for all university operations.
  • Direct the supervisors of the following units, enabling them to effectively carry out their respective roles: Budget, Financial Affairs, Equal Opportunity and Access, Human Resources, Facilities Management, and Purchasing.
  • Responsibility for timely and accurate preparation, submission, and administration of the University budget. Coordinate the University budget planning process, including the development of the annual capital and operating requirements, distribution of materials and information regarding budget preparation and sources of funding, and development of the annual all-funds budget. Oversee, administer, and coordinate all expenditures within the University budget.
  • Monitor all purchases and contracts for compliance with funding requirements and state and federal laws governing the use of public funds.
  • Work closely with Human Resources to ensure talent acquisition and development is a priority.
  • Oversight of all Facilities Management to include operations and capital planning.
  • Review and approve all procurement contracts with consultation as needed with General Counsel.
  • Research and analyze information/data; preparing or supervising the preparation of a variety of University, state, and federal reports.
  • In coordination with the University President, represent the University to appropriate local, regional, and state agencies and organizations such as the Illinois State Legislature, Illinois Board of Higher Education, and the Illinois Office of Management & Budget.
  • Ensure University compliance with all applicable statutes, regulations and district accounting, purchasing, human resources, facilities and fiscal reporting policies and procedures.
  • Select, train, supervise, and evaluate division-related directors and other staff; and coordinate the work of fiscal, personnel, and administrative services with other major University divisions.

Appointment: July 1, 2021 or negotiated start date.

Requirements:

Required Qualifications:

Master's degree from an accredited institution in a business-related field.
Minimum of seven (7) years of senior administrative experience in campus operations and responsibility for a complex budget and personnel operations.
Significant progressive experience in fiscal, administrative, and personnel affairs, including planning, budget analysis, campus operations, and policy development.
Proven leadership skills and ability to work with diverse individuals and groups.

Preferred Qualifications:

Earned doctoral degree from an accredited institution.
Senior administrative experience in higher education system.

For a degree to be considered, it must be conferred from a regionally accredited degree-granting institution of higher education (or equivalent from an international accrediting body).

WIU-Quad Cities: The only public university in the Quad Cities area, WIU-QC offers select undergraduate and graduate programs, including a doctorate in education and a doctorate in environmental studies, at its non-residential campus in Moline, IL (population 44,000).

WIU's Macomb campus is the educational, cultural and athletic center of the region. Annually, 12 major theatrical and dance productions and studio shows are performed, along with outstanding concerts, lectures, presentations, films, dance performances and more. The Gwendolyn Brooks and Casa Latina cultural centers offer programs and activities focusing on Black and Hispanic cultures, while the Women's Center promotes gender equity through education, support and advocacy. WIU's student organization for the lesbian, gay, bisexual, transgender, queer/questioning and ally (LGBTQ*A) community provides resources, support and programming. The University's athletics program, based on the Macomb campus, sponsors 17 NCAA Division I intercollegiate men's and women's varsity sports. Football competes in the NCAA Division I Football Championship Subdivision through the Missouri Valley Football Conference; all other varsity sports compete at the Division I level through The Summit League.
