Economic & Inclusion Manager

General Summary:
The Economic & Inclusion (“E&I”) Manager will be the primary point of contact for the implementation and management of economic inclusion activities for the Johns Hopkins Facilities & Real Estate (“JHFRE”) Design & Construction and the Johns Hopkins Bloomberg School of Public Health (“JHBSPH”) design and construction department. This position will also be the inclusion lead contact for Johns Hopkins University (“JHU”), with the exception of the Johns Hopkins University School of Medicine. This position will have access to and responsibility for confidential information. Therefore, the position will require maintaining the confidentiality of such sensitive information; an ability to operate in an ethical and professional manner with vendors, suppliers and other external organizations; as well as providing the highest level of responsibility and transparency when dealing with the information and responsibilities described herein. Knowledge and a firm understanding of the JHU mission is critical, as well as grasps of the HopkinsLocal and BLocal initiatives.


This position supports the design and construction departments (“D&C”) of the JHU and the Johns Hopkins Health System (“JHHS”) Program leadership and staff with business and administrative matters related to the implementation and execution of the JHHS/JHU joint economic inclusion efforts related to increasing, tracking, monitoring and reporting minority and women-owned business participation resulting from participating on JHU design and construction projects. This also extends to increasing, tracking, monitoring and reporting the participation of local businesses on the JHU design and construction projects. The position is expected to oversee the items described herein for any and all projects overseen by JHU design and construction department. In addition to the economic and inclusion responsibilities identified herein, this position may also be required to lead and/or engage in procurement efforts. The integration and implementation of B2GNow is an essential function of the role.


Assist with the creation, development and deployment of guidelines, policies, initiatives, and best practices related to diversity and economic inclusion. Manage and coordinate efforts related to JHFRE partner and vendor inclusion initiatives.


Supports staff, manages processes and ensures procedural compliance related to the diversity and economic inclusion programs.

Duties & Responsibilties:

In collaboration with D&C leadership, develops policies and procedures related to the joint D&C economic inclusion efforts with oversight by JHHS and JHU leadership including but not limited to establishing project minority and women-owned business enterprise (“M/WBE”) participation; tracking and implementing local business enterprises (“LBE”) participation; monitoring vendor availability; identifying available opportunities for M/WBE and LBE firms; vendor outreach; and vendor development.

  • Develops, in coordination with the JHHS Economic Inclusion Program Manager, and with the oversight and approval of the JHHS Assistant Director-FD&C and JHFRE Director of Operations, policies and procedures and manages their implementation and execution in accordance with the strategic objectives or initiatives identified by D&C leadership.
  • Leads the deployment and operationalizing B2GNow on JHU projects.
  • Coordinates training and other programs to develop and enhance individual technical and management skills of the respective organization’s staff to ensure proper implementation of the program.
  • Collaborates with the JHHS Economic Inclusion Program Manager to develop alignment of policies and procedures.
  • Collaborates with D&C leadership, Contracting team and Program Project Managers on the implementation of economic inclusion, and workplace inclusion strategies and initiatives.
  • Meets with D&C partners, vendors, and customers to build upon well-established HopkinsLocal and BLocal initiatives.
  • Coordinates with the JHHS Economic Inclusion Manager on existing and future programs to ensure collaborative and holistic approach.
  • Supports the Build College program. Assist with planning, facilitation, and administration.
  • Manages data on the D&C HopkinsLocal website.
  • Prepares and facilitates review of required plans and documents with JHU Office of General Counsel, Office of Institutional Equity, Purchasing and Diversity & Inclusion as appropriate.
  • Manages the quarterly, annual, and ad hoc spending reporting related to economic inclusion efforts, such as MBE and LBE goals.
  • Assist project team with Certified Business Enterprise (“CBE”) reporting and program administration for projects within Washington DC.
  • Supports the JHHS Assistant Director-FD&C and the JHFRE Associate Director Contracting, other D&C directors and leadership as well as other staff members of the respective organizations on business and administrative matters relating to the responsibilities provided for herein.
  • Oversees work product of all Project Managers, Contract Administrator and procurement office personnel to ensure accuracy and consistency with Owner diversity and economic inclusion policies, as well as other policies and procedures. This includes any procurement policies implemented by JHFRE and JHU.
  • Develops, with the oversight and approval, strategic economic inclusion plan for major capital project bids and/or ensure appropriate economic inclusion policies and procedures are incorporated into such project solicitations.
  • Assists JHFRE leadership with drafting of JHFRE and JHU procurement policies and procedures and their implementation.
  • Promptly responds to requests for information by management and project team and/or contractors and provides that information in an efficient and understandable format.
  • In conjunction with the JHFRE Contracting team, develops and/or updates comprehensive JHU MLBE lists.
  • Provides assistance to Associate Director Contracting to maintain and update the bidders list.
  • Represents D&C at various conferences, vendor fairs and other outreach and networking events.
  • Protects and promotes the interest of JHFRE, JHU and JHHS in all matters.

Special Knowledge, Skills, or Abilities / Competencies:

  • Proficient knowledge of construction methodology and typology. Ability to evaluate vendor capabilities and recommend alignment with the project portfolio.
  • Proficient knowledge of construction industry bidding, procurement processes and economic inclusion activities, such as minority and women-owned businesses participation requirements or local hiring programs and how such programs are incorporated into procurement processes.
  • General knowledge of procurement theories, principles and processes typically acquired in contract administration, project administration, project management or related fields.
  • Proficient knowledge of computer applications such as Windows, Outlook, word processing (e.g. Word), Excel, PowerPoint, MS Project, project management and database systems. Ability to adapt to new software platforms and develop data and reporting requirements.
  • Working knowledge of SAP is preferred but not required.
  • Working knowledge of B2GNow and PMWeb is a plus.
  • General knowledge of contract terms and conditions and their integration into the procurement process and related documentation. General knowledge of design, engineering and construction industries practices and related procurement processes.
  • General knowledge of construction risk evaluation including insurance limits and payment and performance bonding. Strong consulting and negotiation skills, along with oral and written communication skills.
  • Requires the analytical skills to collect information from diverse sources, apply professional principles in performing various analyses, and summarize the information and data in order to solve problems.
  • Advanced interpersonal/communication skills in order to communicate effectively with all levels, from Board of Trustees to staff (e.g. all internal stakeholders) and external stakeholders including Contractors, Vendors, Architects and other non-JHHS/JHU personnel.
  • Ability to maintain confidentiality.
  • Functional knowledge of key risk areas related to economic inclusion activities and an ability to account for such risks in related communications and actions.
  • General knowledge of diversity and inclusion procurement and contracting programs (i.e., MBE, WBE, DBE, CBE programs) is a plus.

Education / Experience:

  • Bachelor’s degree preferably in business, engineering or construction related area is required.
  • Requires Eight (8) years of related and progressive experience in Procurement, Contract Administration, Project Manager, Business, Human Resources, Diversity & Inclusion, or comparable position.
  • Additional education may substitute for required experience, and additional related experience may substitute for education to the extent permitted by the JHU equivalency statement.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Physical Requirements:

  • Ability to remain stationary for extended periods of time.
  • Ability to operate a computer and/or other office equipment on a frequent basis.
  • Must frequently communicate with others and exchange accurate information.
  • Ability to move about the office and campuses.
  • Work requires travelling to multiple off site locations.
  • May be exposed to construction hazards.
  • Some evening and weekend work is required.
