Job Description:

Reporting to Associate Provost for Assessment and Institutional Effectiveness, the Institutional Effectiveness Manager will provide oversight of day-to-day operations of the Institutional Effectiveness portion of the office. The Manager will analyze data, generate reports and provide timely and accurate research in support of effective institutional planning, decision making and strategic management. Works closely with a broad range of constituents (internal and external) to carry out program review and assessment activities and ensure that results are incorporated into planning and continuous improvement efforts. Is responsible for the development and dissemination of descriptive and analytical data related to academic and administrative programs, institutional and program accreditation, institutional effectiveness, outcomes assessment and program review, acquisition and evaluation of grants, enrollment and financial planning, and required state and federal reports.

Essential Duties and Responsibilities:

  • In consultation with the Associate Provost for Assessment and Institutional Effectiveness and other constituent groups, provides leadership for and implements research and assessment agenda for the University; develops, coordinates and maintains an annual calendar of on-going and ad-hoc institutional research and assessment activities and milestones.
  • Manages the Institutional Effectiveness office. Establishes priorities for work assignments, monitors progress and reviews work product and ensures that reports/information are delivered in a timely manner.
  • Works with faculty leaders and instructional and student services administrators to carry out effective program/function review and assessment processes; facilitates use of assessment results in departmental, campus and college planning.
  • Keeps apprised and monitor university-wide curricula and program assessment changes and assist with implementation of new programs as needed
  • Identifies opportunities for curriculum innovation across all university programs while incorporating data analysis process for measuring outcome metrics that are consistent across all programs
  • Collaborates with the Associate Dean, faculty, and appropriate staff in the design, development, and implementation of methods and processes to collect and analyze data, and set up efficient databases and electronic data in collaboration with faculty and staff.
  • Collaborates with the Associate Dean as well as faculty and staff, where appropriate, in preparing annual and other data reports, including reports for CAEP, DESE, Title II, HLC, and grant applications.
  • Provides assistance and counsel in the analysis and interpretation of academic, student services, and administrative data and takes a role in promoting the use of information in college decision-making.
  • Organizes and Leads faculty professional development on effective planning, review and analysis of data, and course review.
  • Manages the preparation of complex and varied studies/reports related to college issues and operations. Identifies needs/problems to be addressed; clarifies objectives, determines scope of studies, researches methodology and extent of analysis required; reviews/analyzes results and prepares and delivers reports.
  • Manages the preparation of statistical reports as required/requested by federal and state agencies, other colleges and universities, professional organizations and other external requestors. Serves as the official contact for federal reporting purposes (IPEDS) as mandated by law. Responsible for the accuracy, completeness and timeliness of reports submitted to state and federal agencies.
  • Works with faculty and staff to develop models, measures, core indicators and benchmarks that link planning with institutional/program improvement.
  • Develops systems and formats to ensure that key information current and historical is available and easily accessible by staff, students and community members. Works with Information Technology Services and other department managers to design and implement innovative technical solutions for displaying and disseminating information.
  • Monitors changes/trends in the external environment (regulatory, political, higher education, economic, etc.) and determines resulting implications for Institutional Effectiveness and the college; anticipates information needs and positions the department to respond.
  • Represents the University at state, regional and national meetings related to areas of responsibility. Coordinates with other institutions re: statewide data collection and reporting and national trends and issues related to institutional research, planning and assessment.
  • Assures the confidentiality of data, including sensitive information related to students and staff.
  • Represent department and the University favorably and in accordance with established Core Values and expectations
  • Perform other duties as assigned or directed to meet the goals and objectives of the organization

Qualifications:

  • Bachelors Degree in education, differential instruction, behavioral or social science, public policy, or related field with emphasis on research activities required, Masters preferred.
  • Candidate with knowledge of assessment, curricular design, data analytics and web-based education is preferred.
  • Management and supervisory experience is desired.
  • Knowledge of: research design and methods, including use and interpretation of statistical data, appropriate to the community college environment; broad knowledge of all components and functions associated with higher education delivery.
  • Ability to communicate cross functionally across all departments and levels of the organization in order to meet project goals
  • High level of proficiency with Microsoft Office applications

Physical Requirements:

  • Physical dexterity sufficient to use hands, arms, and shoulders repetitively to operate a keyboard and other office equipment, use a telephone, access file cabinets and other items stored at various levels, including overhead
  • Ability to speak and hear well enough to communicate clearly and understandably with sufficient volume to ensure an accurate exchange of information in normal conversational distance, over the telephone, and in a group setting
  • Ability to continuously operate a personal computer for extended periods of time (4 or more hours)
  • Mental acuity sufficient to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions
