Minimum Qualifications
  • Master’s Degree in education or a related field.
  • 3-5 years experience working in public schools as a teacher, administrator or professional development specialist.
  • Demonstrated knowledge of teacher professional learning requirements in North Carolina.
  • Ability to thoughtfully and efficiently design and execute curriculum and/or training sessions.
  • Must be a dynamic communicator, able to quickly build rapport with others, willing to listen and receive feedback, and adapt to changing needs.
  • Proven leadership skills including the ability to work collaboratively with a highly skilled team and establish an inclusive environment among team members.

Essential Duties and Responsibilities

Reporting to, and under the direction of the EIR Project Director, this position supports the implementation of the Education, Innovation, & Research ( EIR ) federal grant program, awarded to Appalachian State University in December 2020 through the U.S. Department of Education.

The 5-year grant program, titled Empowering Teacher Learning ( ETL ), aims to study the effectiveness of an innovative professional learning system that offers a self-directed, competency based micro-credentialing program to public middle school teachers in western North Carolina. To achieve this, ETL will partner with 20 middle schools to support 500 teachers and nearly 10,000 students across western North Carolina.

The Assistant Director for Teacher Outreach will be responsible for leading the recruitment of 500 teachers into the program, maintaining regular contact with participating teachers, supporting the development and implementation of the micro-credential training workshop, as well as overseeing the learning contracts and stipend process. The program will offer stipends to teachers for participating in ETL and this position will be responsible for designing and launching the stipend process while maintaining compliance with federal, state, and institutional regulatory requirements.


  • Supervise a team of 3 ETL Navigators, providing a positive, inclusive, and supportive environment where all team members can thrive.
  • Provide ongoing feedback and establish annual performance plans/reviews for all direct reports.
  • Develop and implement infrastructure for effective and efficient communication between ETL Navigator team and participating teachers (e.g. learning management system).
  • Develop and implement an effective and efficient system for tracking and issuing participant stipends that ensures excellent customer service to participating teachers.
  • Implement and regularly advocate for departmental mission, vision, and core values.


  • Promote open staff positions and ensure all positions are hired and trained effectively to be successful in their work.
  • Effectively recruit 20 western NC schools to participate in the program.
  • Lead team to recruit 500 teachers into the ETL program.
  • Support the development and facilitation of a summer ETL convening to onboard teachers into the ETL program.


  • Establish, nurture, and sustain positive relationships and collaboration between and among Appalachian State University and partner districts.
  • Develop and maintain a culture of support to and engagement with partnering school districts. Work with partner school leadership and teachers to resolve any issues that may arise.
  • Travel to participating schools intermittently.
  • Ensure participating teachers have the support they need to complete the core components of the program (needs assessment, learning contract, micro-credentials, receive stipends).


  • Establish quality check procedures to ensure participating teachers are issued stipends according to grant specifications and in a timely, efficient, compliant process.
  • Responsible for ensuring funds are spent according to federal and state regulations, institutional policies, and program specifications.
  • Track and manage grant funds to assure their proper use, maintain records, and prepare financial reports as necessary.
  • Work collegially with associated EIR departments (Evaluation, Finance, Compliance) to ensure grant compliance and audit readiness.
  • Ensure consistent implementation of program policies and procedures applicable to EIR .


  • Support the development and submission of the Annual and Final Performance Reports to the U.S. Department of Education.
  • Support the Assistant Director for Research & Evaluation in ongoing data collection and management according to FERPA, ensuring all personally identifiable data is shared and housed securely.
  • Regularly monitor and evaluate the performance of the program.
  • Adapt to changing environments/needs and course correct as needed.
  • Contribute to the development and implementation of a comprehensive research and evaluation plan for an experimental design study.


  • Perform other duties as requested.
  • May serve on advisory boards or attend state or national meetings.
