General Summary:
This position jointly reports to the Vice President/COO, Clinical Practice Association, and the Senior Director of Revenue Operations, Physicians Billing Service/Executive Director, Patient Access. Provides oversight and direction for the human resources functions for the Office of Johns Hopkins Physicians (OJHP), Clinical Practice Association (CPA), which includes Administration, Finance, Compliance, Clinical Research, Contract Services, Information Technology, Practice Management and Physicians Billing Service; and including but not limited to Patient Access which includes university and health system employees. Foster practices which enhance productivity and effective work environments. Provide HR services and support to staff, supervisors, and managers in multiple locations. Ensure that human resources activities, services and counsel are carried out consistent with and supportive of established university, School of Medicine, and Johns Hopkins Health System (JHHS) human resources vision, mission, and plans. Ensure that human resources practices are in compliance with federal, state, and local laws and regulations. Work in partnership and consultation with University, School of Medicine and Johns Hopkins Health System human resources leadership and specialists. Demonstrates high level of competency and mastery in effective management and resolution of employee and labor relations issues. Possess in-depth knowledge, mastery and skills in employment and recruitment, compensation, benefits, organizational design and development, and employee training and education.


Principal Duties and Responsibilities:
Procedural Knowledge:

  • Provides a wide range of human resources support and consulting services for the Clinical Practice Association (CPA) and John Hopkins Health System (JHHS), including but not limited to Johns Hopkins Patient Access, in recruitment and employment, compensation administration, benefits administration, employee relations (including appeal resolution, disciplinary action, layoffs, and terminations), training and education, personnel records management, and performance management.
  • Provides consultative services as requested to OJHP, CPA and including but not limited to Patient Access leadership and management on human resources policies, procedures, and practices.
  • Utilizing professional expertise, advises, negotiates and influences leadership in matters relating to sound and effective organization and utilization of human resources; and facilitates and contributes to the accomplishments of the goals and objectives of OJHP, CPA and including but not limited to Patient Access.
  • Supports policies and procedures that are in line with the mission and strategic goals and initiatives of Human Resources and the university as a whole.
  • Is resource for information for OJHP, CPA and Patient Access human resources; partners in developing staffing projections and succession planning to assist management with budget and human resources planning.
  • Works in partnership with University and School of Medicine human resources offices to develop and implement creative programs to address the needs of the CPA and Patient Access relating to staffing and retention, staff development, performance management, and compensation.
  • Serves on various human resources committees and task forces as requested. Actively participates in discussions, bringing in both personal and OJHP, CPA and Patient Access perspectives on issues. Provides input in the development of new policies and modifications to current human resources policies, practices, procedures and programs.
  • Oversees and manages the payroll function for OJHP, CPA, and provides services to multiple departments and locations requiring significant coordination of activities and knowledge of diverse environments, cultures, systems, policies and practices.
  • Consults with University, School of Medicine, JHHS Human Resources leadership as appropriate to obtain additional perspective, insight and resource.

Technical Knowledge:

  • Stays current with emerging trends in effective human resources management and federal, state and local laws and regulations.
  • Ensures assigned project coordination and fosters teamwork.
  • Ensures compliance with all applicable federal, state, and local laws and regulations; and University/SOM policies.
  • Promotes and communicates university-wide as well as School of Medicine human resources programs to the CPA and Patient Access and administers these human resources programs to the CPA and Patient Access

  • Participates in on-going educational activities.
  • Assists in the training of staff.
  • Keeps current of industry changes by reading assigned material on work related topics.
  • Completes three days of training annually.

REQUIREMENTS:
Education:

  • Bachelor’s degree in related field required. Master’s degree and professional certification (SPHR/PHR) preferred.
  • Professional certification (SPHR/PHR/GPHR) may be considered towards formal education requirement to extent permitted by JHU equivalency formula.

Experience:

  • Eight or more years of progressively responsible exempt level experience in human resources required.
  • Must possess knowledge of federal, state, and local laws and regulations, theory, methods and application of contemporary staff relations, compensation, payroll, recruitment, diversity, conflict management, problem solving, appeal procedures, EEO/AA, employee assistance programs and other human resources topics.
  • Understanding of the principles of service excellence and outstanding customer service and the ability to apply them in a demanding environment.
  • Knowledge of emerging trends and practices in human resources.
  • Strong consulting and negotiation skills to provide appropriate counsel, advice and work in partnership with management and staff on human resources matters.
  • Strong oral and written communication skills to promote and communicate human resources programs to the organizational unit.
  • Creative, skilled and resourceful to effectively handle various human resources issues and concerns.
  • Ability to exercise a high degree of initiative, judgment, discretion, and decision making to achieve organizational objectives.
  • Ability to function independently and collaboratively as the situation requires. Ability to apply excellent interpersonal and communication skills to difficult situations.
  • Demonstrated ability to successfully manage professional and support staff and to manage, maintain and motivate an organizational unit with limited resources.

Minimum Skills & Abilities:

  • Able to operate basic office equipment, e.g. photo copier, fax machine, scanner, PC, telephone, etc.


Physical requirements for the job:

  • Able to sit in a normal seated position for extended periods of time.
  • Able to reach by extending hand(s) or arm(s) in any direction.
  • Finger dexterity required, able to manipulate objects with fingers rather than entire hand(s) or arm(s), e.g., use of computer keyboard.
  • Able to communicate using the spoken and written word.
  • Able to see within normal parameters and to hear within normal range.
  • Able to move about.
  • Able to lift minimum weight, 10 lbs.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
