General summary/purpose:

Program Officer will support Global Programs Office and assist with implementation of US COVID-19 programming. Under the supervision of program management, the Program Officer will provide program and operational support to local health department colleagues and ensure coordination with key stakeholders and other project partners. Program Officer will also be expected to establish and maintain excellent relationships with counterparts and partners and will assist with the operationalization of COVID-19 response workforce.

Responsibilities:

  • Provide program and operational support to local health department colleagues including senior management teams
  • Provide support to COVID-19 workforce, including assisting with hiring, workforce management, training and personnel support
  • Support routine coordination and communication between all partners engaged in COVID-19 program activities
  • Assist with organization of COVID personnel, maintain documentation and track changes
  • Assist with workforce capacity development including ongoing and refresher trainings
  • Proactively identify and assist in program planning and adaptations
  • Support development of contact tracing workplans by workstream that includes timeline, responsible party, and indicators
  • Implement management systems to improve coordination and track deliverables
  • Establish and run the routine monthly operations meetings
  • Review/troubleshoot workplans and budgets
  • Ensure donor reports completed and submit on time, contribute to development of reports and appropriate review process
  • Support communication needs
  • Assist with other programs in Jhpiego’s global program operations team as needed
  • Identify leads opportunities, provide input to program design and craft management approaches for new funding opportunities
  • Develop and manage start up workplan and check list
  • Support programs to develop quality workplan
  • Monitor sub-awards as required
  • Track and manage project management standards for projects as assigned
  • Present at all-staff meetings
  • Ensure teams are complying with PM@Jhpiego (Jhpiego’s internal project management curricula requirements
  • Ensure knowledge management is maintained for all projects
  • Additional assignments as assigned

Minimum Qualifications:

  • Ability to work onsite/in person with COVID program staff in Baltimore following relevant safety protocols and procedures (social distancing, mask wearing)
  • MPH or relevant experience
  • Certified in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro, or will be within 60 days of hire
  • 3 years at program coordinator level or equivalent work experience
  • Highly detail orientated, proactive, comfortable working under pressure and with minimal oversight
  • Experience in work planning, reviewing reports, providing budget inputs, etc.
  • Knowledge USG rules and regulations
  • Strong understanding of at least two technical areas Jhpiego works in
  • Strong problem solving and decision-making: identifying the problem; locating, gathering, and organizing relevant information; generating alternatives; choosing a solution; implementing the solution
  • Strong teamwork skills: identifying team membership and role; establishing productive relationships; meeting team objectives; resolving conflict

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
