General purpose: The Senior HR Business Partner will be responsible for providing generalist support for managers and employees of the Maryland Institute College of Art (MICA). The selected candidate will be the first point of contact for client groups in the areas of employee relations, performance management, new hire orientation, onboarding, employee engagement activities, and recruiting. The position will ensure effective delivery of HR core processes and compliance with relevant institutional guidelines, policies, practices, and employment laws. The Senior HR Business Partner will receive and investigate complaints related to matters of Title IX, Title VII, ADA, EEO and other compliance related matters. This position reports to the Associate Vice President, Human Resources.

 

Essential Duties & Responsibilities:

  • Provides guidance to managers and employees on counseling, discipline, performance management, policy interpretation and other employee relations matters. Adheres to policies in accordance with federal, state, and College guidelines and policies in partnership with HR Partners, and the Deputy Title IX Coordinators in Human Resources and Student Affairs.
  • Receives and investigates complaints related to Title VII, Title IX, ADA, EEO and equity/compliance matters. Creates an investigation plan, provides parties with information about the process and their rights, gathers evidence, conducts interviews, and drafts written findings and reports.
  • Consults with the HR Director and AVP of Human Resources as needed. Coordinates efforts with other institution offices that receive or investigate complaints
  • Remains knowledgeable of federal and state law and regulations, and trends within higher education related to harassment and other discriminatory practices. Identifies and integrates best practices into knowledge base and practice.
  • Provides guidance to managers, employees, and students, where applicable, on a wide range of issues including employee counseling, performance management, and policy interpretation.
  • Ensures a fair, timely, and well-documented investigative process. Maintains accurate and thorough records and notes of investigatory process.
  • Creates comprehensive written investigative reports that clearly identify the issues investigated, identify all relevant College policies, and summarize all relevant evidence. Maintains all information in a case management database to organize, manage, and track employee relations issues.
  • Tracks, trends, reports, and raises concerns that may be systemic problems relating to complaints.
  • In partnership with the HR Director and HR Partners, identifies training needs that stem from employee relations issues.
  • Supports employee retention through engagement and recognition activities. Participates in campus-wide committees, identifies opportunities for recognition, supports existing recognition events and activities, and assists in development and implementation of employee engagement surveys.
  • Provides resource referrals to faculty and staff involved in investigations.
  • Performs other related duties as assigned.

 

Knowledge, Skills, and Abilities:

  • Organization, synthesis and analysis of varied and complex information and problems;
  • Effective oral and written communication of policies, procedures, and legal concepts;
  • Problem-solving, analysis, and writing comprehensive reports;
  • Working with diverse academic, cultural and ethnic backgrounds of community college students, staff, and faculty
  • Utilizing computer technology used for communication, data gathering, and reporting.
  • Conduct, plan, organize and lead investigations, facilitations, and preparation of reports and recommendations;
  • Work collaboratively with others and foster effective working relationships;
  • Maintain confidences and exercise sound judgment and discretion;
  • Tolerate a high degree of ambiguity;
  • Diffuse and manage situations involving intense conflict
  • Knowledge of current State and Federal laws.
  • Manage multiple, on-going and complex caseload of employee relations and Title IX-related incidents and complaints.

 

Database or HRIS experience

  • Microsoft Office skills (Word, Excel, PowerPoint, Outlook, etc.)
  • Excellent customer service, enjoys working with many types of personalities
  • Ability to solve simple and complex problems with critical thinking skills
  • Ability to multi-task while maintaining attention to detail

 

Minimum qualifications:

  • Bachelor’s degree in Human Resources, Psychology, Business, or related field
  • Proven Human Resources Generalist skills
  • Experience in employee relations and compliance investigations

 

Preferred qualifications:

  • Master's degree
  • Experience in higher education
  • Knowledge of Title IX
  • Familiarity with Workday software
