Executive Director of the Arthur Ashe Student Health and Wellness Center

The University of California Los Angeles (UCLA) seeks an experienced, dynamic, and strategic-minded Executive Director to shape the future direction of the Ashe Student Health & Wellness Center (Ashe Center). This is a tremendous opportunity to elevate services and programs by building upon a strong foundation.The new Executive Director will provide leadership, vision, and administrative direction to an experienced multidisciplinary staff devoted to providing high-quality, student-focused, state-of-the-art medical care and education to UCLA students.UCLA is currently ranked the nation's top public research university and is situated in a sunny, beautiful campus at the base of the Santa Monica Mountains, just five miles from the Pacific Ocean.

The Ashe Center is a fully accredited (Accreditation Association for Ambulatory Health Care, or “AAAHC”) health care facility that offers a variety of services to support a diverse campus community of approximately 44,000 students with comprehensive healthcare services and education, including Primary Care, Women's Health, Immunizations, Travel Medicine, Physical Therapy, Specialty Clinics, Radiology & Laboratory, and Acupuncture. To be successful in this role, the candidate selected will be an astute and inspiring leader who possesses the ability to manage a large, busy, and dynamic medical service in a vibrant and distinguished academic environment. The Executive Director must have a broad understanding of college health trends and the ability to implement best practices andinnovative methods to ensure that students continue to receive outstanding programs and services.

Position Summary

The Executive Director has overall responsibility for the management, and strategic direction of the Ashe Center, such that it supports the development of all UCLA students in their health and wellness. Additionally, The Executive Director will engage on a local, regional, and national level for general public health issues, as well as establish the Ashe Center as a model of best practices among student health centers across the nation.

The Executive Director provides strategic, operational, administrative, technological and financial leadership to the Ashe Center, including managing an annual budget of approximately $38 million. The Executive Director will ensure that the Ashe Center complies with all University of California (UC) and UCLA regulatory policies, maintains its accreditation status, and meets relevant state and federal regulations.

The Executive Director reports to the Assistant Vice Chancellor for Student Development and Health and oversees a total staff of approximately 140 full-time employees through two direct reports: the Chief of Operations and the Chief of Medical Services. Additionally, the Executive Director is responsible for establishing and maintaining appropriate relationships with the UCLA Health (UCLA Health System and the David Geffen School of Medicine), other entities in the Center for UCLA Health Sciences, student health organizations at other UC campuses, the Office of the President, and the broader community.

Core Functions and Duties

40% Strategic Leadership:

  • Assume a leadership role in the development and implementation of short and long-range plans and goals to improve the overall operation of the Ashe Center and to ensure high quality, efficient, cost effective coordinated services, responsive to the needs of the professional staff, patients, and other constituencies internal and external to the University, in concert with the mission of the Student Affairs organization, UCLA and The UC System.
  • Conduct ongoing assessment of activities to ensure the timely achievement of stated goals and objectives and develop action plans for change in areas where planned goals are not being met.
  • Ensure compliance with applicable federal and state and local laws and regulations, including but not limited to, the Health Insurance Portability and Accountability Act (HIPAA),the Federal Educational Rights and Privacy Act (FERPA), the California Medical Information Act (CMIA), the California Information Practices Act, the requirements of the Pharmacy Board, the California Clinical Laboratory Improvement Amendment (CLIA), and Hepatitis B immunity law, immunization requirements through law and policy, as well as compliance with several standards such as the Accreditation Association for Ambulatory Health Care (AAAHC).
  • Oversee the development and management of the Ashe Center's annual budget; analyze short and long term fiscal plans, and develop and implement appropriate technology to support the mission of the Ashe Center.
  • Oversee the development and management of protocols, policies, procedures, and instruments for the effective internal management of reporting requirements related to the Ashe Center.
  • Develop, implement, and evaluate utilization plans for space, equipment, and other physical resources.
  • Develop performance expectations and comply with University accounting, auditing, and personnel policies, procedures, practices, and principles.
  • Manage and monitor the UC Student Health Insurance Program to ensure a viable health plan that meets the diverse needs of UCLA students. Monitor financial costs, utilization, and overall design.
  • Provide opportunities for student input about health services through such activities as the Patient Advocate, UC SHIP Advisory Committee and the Student Health Advisory Committee (SHAC), Graduate Student Association (GSA), the Undergraduate Student Association Council (USAC) and through representation of Student Health at multiple UCLA events.
  • Ensure that the Ashe Center provides care in an environment that is safe for all patients and staff. Ensure compliance with University's policies and reporting requirements related to Sexual Violence and Sexual Harassment. Provide multiple avenues for patients comments and complaints and ensure that a process is in place for appropriate response, escalation and reporting.
  • In collaboration with other key campus partners, develop a comprehensive public health framework for student wellness and campus needs throughdirect clinical services and policies, systems, and environmental approaches.

    30% Health Services Management:

  • Oversee health services as needed, including but not limited to establishing appropriate ongoing working relationships with departments in the UCLA School of Medicine and UCLA Health to facilitate patient referrals, student exchanges, participating in research. etc. Interact with healthcare providers in the community, public agencies and hospitals to ensure reliable referral mechanisms for further medical care for students.
  • Develop and implement programmatic and service enhancements as required by changing environments, including regulatory changes, technological advances, and effective service and delivery strategies. Develop, manage, and monitor long-range strategic and operational goals, plan objectives, service standard and performance measures.
  • Oversee the delivery of a range of health care services focused on the needs of the diverse UCLA student population.
  • Evaluate the utilization, effectiveness, and impact of programs and services and take appropriate subsequent actions.
  • Identify, monitor, and inform the community about health challenges and threats.
  • Through the Chief of Medical Services, develop and implement policies and procedures related to effective clinical training and supervision of health professional staff.

    20% Personnel Management:

  • Provide leadership to enable the Ashe Center to meet its strategic objectives, including the appointment of qualified managers for the clinics and operational units, i.e., Pharmacy, Clinical Laboratory, Radiology, Physical Therapy, Optometry, Acupuncture, Medical Records and Scheduling, and Technical Support
  • Review and evaluate staffing needs; recruit and hire staff; establish personnel policies and procedures according to university regulations and organizational guidelines.
  • Directly supervise, evaluate and contribute to the professional development of unit heads, including selection, training, conflict resolution, identification of training opportunities, recommendations for merit increases, special performance awards, reclassification and/or promotion.

    10% Patient Care:

  • If the incumbent is a licensed medical professional: Actively engage in the delivery of patient care, including seeing patients for diagnosis and treatment, providing consultation to other clinicians as appropriate, and resolving patient complaints. Otherwise, must ensure this criteria is met through the Chief of Medical Services.
  • Work collaboratively with Student Affairs partners to facilitate responsive and strategic direction and programming.
  • Participate in research and teaching of medical students, interns, residents, and Nurse Practitioner students, as appropriate. If incumbent is a licensed medical professional, may attain a Clinical Faculty appointment in the UCLA School of Medicine.

    Position Requirements

  • Advanced degree or doctorate in health care administration, public health, a medical administration, education or a related field.
    o A medical degree or clinical background is not required but if a physician (M.D. or D.O.) or nurse practitioner or other medical provider, current license or eligibility to obtain license to practice medicine in the State of California and a valid and current DEA certificate, would be required.
  • A minimum of 7 years' experience successfully managing healthcare operations in a healthcare setting, including supervisory/managerial experience.
  • Proven practical experience with and knowledge of managing a patient care unit, division, or facility; must possess an excellent grasp of world class patient care and how to bring that standard of service delivery to the Ashe Center.
  • Solid working knowledge of medical and public/community-based health issues in the context of a university setting. This will include experience developing and implementing organizational and health policies and procedures on a college campus or other related organization.
  • Proven record of skillful financial management with the ability to prepare and manage a budget; make realistic and equitable fiscal decisions; and prepare cogent annual budget reports.
  • Ability to relate to and interact with a complex community comprised of ethnically and socially diverse populations, including students, faculty, staff, the administration, parents, and the broader academic community.
  • Must possess a strong passion for working with students, as well as a keen understanding of and interest in their unique issues and wellbeing.
  • Demonstrated experience in the use of technology in a health care setting, including use of computerized, integrated software applications for health care practice and health facility management and electronic medical record documentation.
  • Proven experience facilitating and implementing organizational change with the ability to achieve consensus from key campus constituencies.
  • Ability to work collaboratively with other departments and academic units, as appropriate, in order to provide superior treatment and preventative care programs to the UCLA community.
  • The Director will be media savvy and able to serve as a confident and respected spokesperson to the campus community, within The University of California System, and to the broader public community.
  • Ability to exercise tact in dealing with sensitive, nuanced, and confidential issues and situations. The Director will also have sound, sensitive, ethical, evidence-based decision-making, and judgment.
  • Ability to communicate clearly and effectively with a broad range of campus constituencies. Must possess excellent listening skills and strong presentation skills.
  • Demonstrated skill in administering student health insurance programs. Should also have a working knowledge of university research and teaching methods.

    Preferred Requirements

  • Experience working with a college age population.
  • Knowledge of and experience in any accreditation requirements and activities (e.g., AAAHC, Joint Commission).
  • Experience in a college or university health center.
