The Deputy Chief Information Officer (DCIO) is a senior leadership role within the Campus Technology Services (CTS) Department, overseeing foundational enterprise information technology operations including Network Services, Systems Engineering, User Services, Application Development, and Enterprise Internet Services. Campus Technology Services provides information technology services to UW-Parkside. This position reports to the Chief Information Officer.

Responsibilities

Strategic leadership (35%)

  • Partners with the CIO in providing technology vision and direction for the enterprise, providing in-depth technical expertise in support of enterprise-wide business decisions.
  • Ensures that information technology services provided by CTS are appropriate and effective in supporting the technology requirements of the UW-Parkside community. Represents the organization on strategic issues impacting multiple organizations, the university and inter-institutional partners.
  • Manages IT resource requirements to ensure an appropriate balance between tactical and strategic demands.
  • Oversees high-impact, enterprise-wide strategic programs or initiatives.
  • Communicates widely and effectively about organizational and technological directions and plans.

Operational leadership (50%)

  • Provides leadership in planning and managing IT product and service development and implementation. Oversees the effective delivery of computer operations and production support, system administration, network operations, application development, PC/desktop support, and customer service.
  • Drives development of the technology architecture, infrastructure planning, engineering and deployment.
  • Identifies and implements best practices for optimizing infrastructure and operations costs, improving system performance, and ensuring service-level requirements are met.
  • Evaluates progress against key performance drivers and assesses organizational opportunities and risks. Continually measures the organization's performance against industry and peer benchmarks and sets a vision and plan to exceed and/or meet those benchmarks.
  • Develops and manages strategic vendor and partnership relationships.
  • Stays current with developments in new technologies and platforms.

Resource management (15%)

  • Directs teams of technical, professional and management staff in the successful fulfillment of IT service delivery commitments. Oversees personnel actions in areas of purview, including coaching and mentoring, performance feedback, and redeployment.
  • Directs the preparation, review and consolidation of IT business plans, budgets and forecasts.
  • Manages to budget. Effectively manages the lifecycle planning for the IT infrastructure and the annual operating budget.
  • Collaborates with CIO to regularly review IT costs and cost structures for IT services and products. Ensures that financial implications of IT projects and activities are communicated to the CIO and others.
  • May assume full CIO responsibilities (or those responsibilities as directed) during the CIO's absence.
  • Performs other duties as directed by the CIO.

  • Excellent interpersonal, oral and written communication skills, including the ability to explain technology solutions in business terms, establish rapport and persuade others.

 

Qualifications

Education, Experience, Training And/or Certifications

Required

  • Bachelor's and master's degrees in engineering, computer science, information systems, business administration or related field are required.
  • Five or more years of progressively responsible information technology experience is required. At least three of those years must be in a senior leadership capacity in an IT organization, preferably in higher education IT management.
  • Three or more years in business/industry, managing multiple, large, cross-functional teams or projects, and influencing senior-level management and key stakeholders
  • Three years or more years of experience in successfully managing infrastructure, networking, and operations.
