General Summary/Purpose:

This Grants & Contracts Manager position will oversee all post-award activities related to sponsoredprojects in the Divisions of Pulmonary and Critical Care Medicine (PCCM) & Asthma & Clinical Immunology (CI)-including federal; private; commercial; and clinical trials. This position reports directly to the Associate Administrator of Sponsored Research in the Department of Medicine, with asecondary reporting to the Division Administrator, PCCM/CI, to ensure smooth and efficient functioning for the divisionas a unit.The ideal candidate will act as the final point of contact with faculty and/or divisional budget staffrelating to financial activity involving research grants and contracts and financial reconciliation ofsponsored accounts.

The Grants & Contracts Manager will directly supervise the Grants and Contracts Analyst(s) (GCAs)/ Sr. Grants and Contracts Analyst(s) (Sr.GCAs)residing in the PCCM/CI Budget Office in post award management.

This individual will work collaboratively with Principal Investigators, Divisional leadership, DOM Sponsored Projectsand ORA which requires understanding and meeting the needs of those with diverse backgrounds,technical, and professional experience and priorities relative to sponsored projects.

One must demonstrate a strong commitment to internal and external customers as it is critical to the success of thisposition; therefore, exceptional interpersonal and leadership skills are as critical as technical expertise inthis position.

Specific Duties & Responsibilities:
I. SPONSORED PROJECTS - POST-AWARD

  • Responsible for reviewing all Notice of Grants Awards from sponsor. This review is based upon accuracy, content, adherence to institutional, government, and other sponsor guidelines.
  • Work cooperatively with research shared services to ensure grant accounts are established in a timely and accurate fashion.
  • Monitor monthly variance reports on research actual results versus budget.
  • Work with PI's in the Divisions to identify reasons for variances in spending on grants and resolve issues of over/under spending on research accounts monthly reviews with staff on all accounts.
  • Create procedures to provide internal support to ensure knowledge and improvement in post-award management within the Divisions.
  • Serve as a liaison with Research Administration, School of Medicine (SOM) Business Office, and Shared Services. Monitor costs transfers for lateness and work with Divisions to reduce incidents of late transfers.

II. FINANCIAL

  • Serve as one of the Department’s finance and administrative staff who acts as a liaison with university and hospital areas such as the SOM’s Business Office, Research Administration, Shared Services, Dean’s Office, Human Resources, JHU Controller’s Office, Tax Office, and JHH Finance Office.
  • Manage a team of staff, to include GCAs and Sr. GCAs, who coordinate pre and post-award administration for PCCM/CI.
  • Coordinate with other departments for financial activity for research grants and contracts involving the PCCM/CI faculty.
  • Participate in the Division’s annual budget process, specifically completion of all sponsored research funds and corresponding salary profiles.
  • Responsible for completion of all payroll changes via e-forms, and management of control salary.
  • Review all staff and faculty Effort Reporting forms-certify all staff forms. This requires constant review of effort/payroll charges to all sponsored funds-and confirmation with PIs on staff distribution of effort.
  • Cost share where appropriate (K awards and NIH cap).

III. TRAINING

  • Responsible for developing and conducting sponsored research-training sessions for divisional faculty and staff on post-award management.
  • Create and implement a plan to increase divisional knowledge of post-award procedures. Evaluate current levels of divisional support and create systems to provide internal support to ensure knowledge and improvement in post-award management.
  • Manager role: responsible for annual reviews, workload allocation, timesheets, developmental opportunities, training and cross-training to ensure optimal workflow and coverage of all sponsored activities and responsibilities.
  • Attend and represent the Divisions at monthly meetings (DOM; ORA; Research Manager's workgroup, etc.) and participate on special projects (COEUS Expert Team).


Minimum Qualifications (Mandatory):

  • Bachelor's degree with a concentration in finance or accounting preferred but experience can substitute for formal education.
  • Five or more years of experience in sponsored research and financial positions required, preferably in an academic or medical setting. Additional experience may be substituted for some education. Additional graduate level education may substitute for some experience.


Preferred Qualifications:

  • Three to five years of supervisory experience preferred.

  • External: Affiliated hospitals, private and government agencies granting research funds (e.g., NIH, Foundations, and Private Drug Companies) and various vendors and service providers (e.g., supply con1panies, professional medical organizations and societies, contractors).


Special Knowledge, Skills, and Abilities:

  • Knowledge of accounting and budgeting theory and practice, thorough knowledge and understanding of the Johns Hopkins University accounting system and its related: fiscal offices. Specific knowledge of the operation of the Divisions and Department preferred. Advanced knowledge in the use of financial software applications, databases, spreadsheets, and/or word processing required. Packages include: SAP, Microsoft Outlook, Access, Excel and Word plus university-specific accounting & reporting packages.
  • Ability to make independent judgements and to act on decisions on a daily basis. Ability to work for long periods of time without direction.
  • Ability to prioritize own work and work of staff as needed. Ability to work with flexibility on several tasks simultaneously and to meet various and concurrent deadlines.
  • Strong organizational skills, analytical and problem solving abilities and attention to detail.
  • Ability to maintain confidentiality.
  • Demonstrates leadership and management style that works in cooperation with others who represent a wide range of interests, skills and needs.
  • Strong interpersonal and communication skills, both oral and written. Ability to effectively interact with all levels of University and Hospital employees as well as outside contacts.
  • Ability to collaboratively manage, supervise, mentor and evaluate the performance of GCAs, Sr. GCAs and others working in the Bayview department of medicine divisions that have responsibilities directly related to pre and/or post-award sponsored work; these individuals report directly to their Division Administrator and indirectly to the Grants and Contracts Manager as this position provides technical guidance and supervision to these positions, will actively contribute to their performance review and may participate in the future hiring of these positions.
