Position Description:

PURPOSE:

Under the general supervision of the Classification, Compensation and HR Operations Manager, the Talent Services & Independent Contractor Analyst, serves as the primary point of contact for the intake of campus Independent Contractor requests. Assists in the review, processing and coordination of various employment operations (transactions) by organizing and performing a variety of analytical, technical and administrative support functions.
Note: Due to the nature of operations and work flow in the University Personnel Office, incumbent will be responsible for preparing complex reports and handling problems of a highly confidential and sensitive nature.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

INDEPENDENT CONTRACTOR (IC) RESPONSIBILITIES:
  • Responsible for reviewing, responding and maintaining the University Personnel (UP) IC email list
  • Responsible for being the first point of contact to receive an Independent Contractor Request form in University Personnel and conduct first round reviews to determine the eligibility of the IC based on established system-wide guidelines.
  • In collaboration with UP, Procurement and campus department staff, review IC paperwork and conduct follow ups in a timely manner to ensure all pertinent information is received.
  • Responsible for creating and maintaining a tracking mechanism and log to capture all IC submissions (Approved/Denied), IC submission current status and final determinations.
  • Maintain accurate and organized IC records filing system.
  • In partnership with UP's web administrator, maintain current content of UP's IC web page.
  • Develop and produce ad hoc reports locally or for system-wide requests.
  • Maintain current knowledge on system-wide IC regulations and processes.

MANAGE TALENT ADMINISTRATIVE RESPONSIBILITIES:
  • Assists the Classification Compensation and HR Operations Manager with processing letters, supporting documents and processing job actions into HR Information System.
  • Maintains various forms of confidential personnel data on newly-appointed, continuing, special consultant, and temporary employees; establishes and maintains a complex system of files, databases, and other personnel records.
  • Performs other job-related duties in support of UP to include researching and gathering information, creating reports, responding to surveys and audits, filing, copying, special projects, etc. Proposes creative solutions and uses ingenuity to adapt guidelines and procedures to meet new needs.
  • Coordinates with other functional work groups to gather routine information or solve problems, demonstrating a commitment to excellent customer service.

SYSTEMS:
  • Maintains data integrity in HRIS System with direct responsibility for accuracy and consistency of information, including payroll and personnel transactions.
  • Assisting Payroll to resolve identified employment data discrepancies between CMS-HR and the Payroll Information Management System (PIMS).
  • Gathers, researches, and analyzes HR information. Utilizes HRIS queries, reports specifications, and test/validate the results. Prepares reports, charts and summaries with direct responsibility for accuracy and consistency of information. Creates databases, records and files as required for effective personnel functions.
  • Enters workforce administration data to include, Independent Contractors, Persons of Interest, Campus Guests, Contractors, Volunteers, license expirations and renewals.

Other Functions:
  • Provides back-up support for UP staff in the event of scheduled and/or unscheduled absences, including in-processing orientations.
  • Provides support for recruiters with reviewing resumes and screening applicants during high-requisition workload for the team. May be required to take on recruitment and offers for entry level positions.
  • Performs other job-related duties and special projects as assigned.


Knowledge, Skills and Abilities:
Thorough knowledge of the methods and procedures for providing or performing a variety of administrative work in support of a senior executive and his/her division. Comprehensive knowledge of English grammar, punctuation and spelling. Effective communication and listening skills. Excellent ability to organize, plan, prioritize, set deadlines and complete projects on schedule including complex logistical arrangements involving programs, meetings and travel. Ability to instill confidence in administrators, faculty, staff, and other University constituents.
Ability to demonstrate sound judgment, credibility, and to act in a highly diplomatic, discreet, and confidential manner. Ability to work effectively, collaboratively, and with professional composure in a high-level, fast-paced administrative office with a heavy work load and frequent interruptions.



Minimum Qualifications:
Basic foundation of knowledge of the principles of organization, administration and management; and the ability to analyze and find solutions to problems, work independently, communicate effectively, and write clear and concise reports. Equivalent to a bachelor’s degree from an accredited college/university AND three years of progressively responsible administrative analyst or support experience OR a combination of education and experience which demonstrates the prospective applicant has acquired the knowledge and abilities listed above. Additional qualifying experience may be substituted for the education on a year-for-year basis.

Preferred Qualifications:
Knowledge of Independent Contractor regulations and processing desired. Progressively responsible clerical experience which involved tracking, monitoring and coordinating administrative work through a system of internal procedures and internal controls to ensure the efficient operation of an organization and demonstrated knowledge and abilities required for this level. Experience working in and maintaining confidentiality in a HR Office or equivalent environment. Technical fluency with Microsoft Office Suite—especially PowerPoint, Word, Excel; G Suite (Gmail, Docs, Google Drive, and Calendar); Oracle-PeopleSoft/Common Management System or equivalent information systems; intranet drives; and internet browsers.

PHYSICAL WORK ENVIRONMENT:

Office environment with standard equipment and tasks. Position requires working at a computer/video display terminal and desk for extended periods of time. May require travel between campus offices and off-campus locations.
