Position Description:

PURPOSE:

Under the general direction of the Director of Financial Aid and supervision of the Associate Director of Financial Aid, the Financial Aid Counselor performs a variety of basic and complex Student Services work characterized by advising, technical and administrative duties in support of the students applying for Financial Aid.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  1. Under the direct supervision of the Associate Director of Financial Aid, performs professional student service work in the areas of university wide review of confidential financial aid applications for eligibility, correctness and completeness; reviews and packages student's awards as necessary; provides information and interpretation of the federal and state rules and regulations surrounding the various financial aid programs to students and parents, high school counselors and other interested individuals.
  2. Under the direct supervision of the Associate Director of Financial Aid, advises students individually and in groups on financial aid issues; maintains current knowledge of policies and procedures pertinent to needs analysis, student budgets, and packaging under direct supervision from FA lead counselor.
  3. Under the direct supervision of the Associate Director of Financial Aid, provides telephone and counter receptions, answers inquiries from students, parents, and other campus staff and faculty covering a variety of financial aid concerns; performs verification of reported student and parent data in compliance with federal and state regulations.
  4. Under the direct supervision of the Associate Director of Financial Aid, awards financial aid to students following established federal, state, and institutional procedures; completes the certification process for the Direct student loans and private loans, determines loan periods and student eligibility process.

Other Functions:

Performs other job-related duties and special projects as assigned.


Knowledge, Skills and Abilities:
Working knowledge of the basic principles of individual and group behavior; research and observation techniques for the purpose of recording, classifying, and interpreting factual information; and the techniques and methods of interviewing.

Ability to gather and analyze data; reason logically, draw valid conclusions and make appropriate recommendations; participate in and contribute to group meetings, conferences and interviews; clearly express ideas and recommendations orally; write clear and concise reports; and establish and maintain cooperative working relationships with students, staff and faculty.


Minimum Qualifications:
Equivalent to graduation from a four-year college or university in one of the behavioral sciences, public or business administration or a job‑related field. Specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year‑for‑year basis.


Specialized Skills:


Preferred Qualifications:
Counselor Experience in a Financial Aid Office in a comparable four-year institution. Second language proficiency. Technical fluency with Oracle/PeopleSoft, CSU Common Management System, or equivalent student information system; Microsoft Office Professional Suite, Hyperion, internet and intranet browsers, and Google mail and calendaring programs. Experience with electronic transfer of data, and other automated systems involved in a financial aid office.

  • This position will have a duty to report to the Campus Title IX Officer information pertaining to victims of sex discrimination, sexual harassment, sexual misconduct, dating/domestic violence, and stalking as required by CSU Executive Order 1095.
  • This position has been designated as a sensitive position with access to and responsibility for detailed personally identifiable Level 1 confidential information about students, faculty, staff or alumni that is protected, personal or sensitive as defined in the CSU Information Security Data Classification Standards.
  • This position is required to maintain confidentiality as outlined in the Department of Education’s Family Educational Rights and Privacy Act (FERPA) and California’s Educational Code Chapter 13 regarding sensitive student issues.
  • This position is designated as a Campus Security Authority (CSA) and will be required to participate in annual training and to immediately forward to the Clery Director all reports of crimes brought to their attention pursuant to the Clery Act and California State Education Code, Chapter 15.5, of the Donahue Higher Education Act, Section 67380.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require OR Requires travel between campus offices and off-campus locations.
