The Provost and Academic Vice Chancellor is the Chief Academic Officer of Montana State University Billings and is responsible to the Chancellor for all operations of the University related to instructional programs, educational policy, academic planning, academic resources, management and oversight of the academic affairs budget and faculty personnel actions. In addition, the Provost is responsible for academic support units including Academic Support Center, Advising, Assessment and Accreditation, Career & Employment Services, Disability Support Services, Graduate Studies, Grants and Sponsored Programs, Institutional Research, International Studies, Library, Registrar’s Office, and Student Support Services/ TRIO. The Provost serves as an advocate for the College Deans and the faculty and students of MSU Billings.

The Provost participates in efforts to continually improve the delivery of services for all constituencies.
Leadership
• Ensure decisions are student centered;
• Lead and inspire by example;
• Provide visionary leadership focused on ensuring academic
excellence, preparing an employable workforce, furthering student
success, and creating a learning-centered environment;
• Develop, improve, or implement best practices for student
retention;
• Promote scholarship, teaching, learning and student
success;
• Advocate successfully for MSUB to local state and
national officials, and individual donors to enhance funding for
educational programs and services, facilities and resources that
enable the university to serve students and attract and retain the
high quality faculty and staff for which it is known;
• Forge strong partnerships and coalitions (locally, regionally,
statewide, and nationally) within MSU Billings, the
community, and representatives of business, industry, government,
and educational institutions (K-16);
• Develop and expand programs and services that are accessible to
community residents throughout the greater Billings and Yellowstone
service area, including the region’s Native American population
(with a focus on recruitment and retention);
• Monitor accreditation efforts within the division and ensure
positive reviews;
• Lead collaborative efforts to meet the demands for new and
expanded academic programs, technical vocational programs, and
workforce training that produce a skilled workforce able to earn a
sustainable living;
• Develop and advance partnerships within the Montana University
System (MUS);
• Lead collaborative efforts to move forward
the MUS system and MSUB initiatives including
planning, partnership building, pathways, and potential future
community efforts;
• Develop a sustainable cohesive leadership team that shares the
vision, mission, and a
tradition of excellence for MSUB;
• Assure a climate of participatory governance and collaboration
with all internal
constituencies;
• Create and promote a campus climate that respects and values the
diversity, inclusion, dignity, and contributions of all
people;
• Maintain an understanding of trends and developments in higher
education in the United States with a focus on innovation;
• Assist with the development, implementation, and monitoring of
the universities strategic plan; and
• Represent the Chancellor in his/her absence.
Management
• Commit to placing student’s best interest at the heart of all
decisions;
• Develop sustainability plans and employee development
programs;
• Oversee the development of the Academic Affairs annual budget and
ensure the division operates efficiently and effectively within
budget
• Supervise managers and activities of grant-funded programs by
providing leadership and oversight to ensure maximum funding is
obtained and proper expenditure of funds occurs;
• Recruits, develops, and manages, direct reports, including but
not limited to Deans, Directors, Vice Provost and Administrative
Assistant, and others;
• Oversees part-time, temporary, renewable non-tenure track, tenure
track and post tenure track faculty evaluations;
• Ensures the Division operates within a culture of evidence,
through regular monitoring of formal and informal assessment
measures. Strengthen assessment measures throughout all programs
and ensure use of assessment data in curricular changes and
revisions in a continuous environment;
• Gather and disseminate information concerning the division’s
successes and challenges to faculty and staff, the Cabinet and the
various stakeholders on a regular basis. Also, seeking input from
various stakeholders;
• Ability to evaluate and revise policies and procedures;
• Establish and maintain public relations initiatives and serve as
the spokesperson for the Division;
• Oversee and manage faculty scheduling of classes, adding or
closing sections as appropriate in a timely manner;
• Make decisions and communicate to various campus stakeholders in
a timely and responsible manner;
• Ensure all staff and faculty have goals;
• Ensure all applicable personnel are evaluated annually;
• Ensure all employees within the Division have current position
descriptions accurately reflecting their responsibilities;
and
• Recommend changes to organizational or processes to improve
efficiencies and effectiveness.
Collaboration
• Work with Vice Chancellors and others to further the mission
and strategic plan of the University;
• Work with the Deputy Commissioner for Student and Academic
Affairs within the Office of the Commissioner of Higher Education
and the MUS Chief Academic Officers to further the
mission of the MUS system;
• Ensure programs are properly aligned with market needs, in a
timely manner;
• Continually review program performance and eliminate or expand
programs as necessary; and
• Perform other duties as assigned by the Chancellor.
• Passion for student success with a track record of
accomplishments;
• A Ph.D. or Pd.D. from a regionally accredited institution of
higher education;
• Posses a record of scholarly publications;
• Experience with academic program development and review;
• Experienced as an academic administrator with a successful
history of various roles (i.e. Department Head, Associate Dean,
Dean, or Associate Provost or other senior rank with the ability to
obtain tenure) and responsibilities within regionally accredited
institution(s);
• Knowledge of international programs;
• Exemplifies trust, humor, respect, and compassion;
• Possess excellent communication skills in listening, speaking,
and writing;
• Respects academic traditions and values;
• Successful experience with fiscal/budget constraints/procedures
within a state institution, and understand how to utilize data to
inform decision-making processes;
• Is collaborative; embraces shared governance; manages change
well;
• Possess a track record of working with various university
stakeholders, including the community;
• Is experienced at fund-raising and generating revenue from
innovative program development and grant opportunities;
• Is visionary and optimistic regarding the future of education,
especially higher education;
• Has a track record of being a self-starter and innovative
leader;
• Is committed to continuous self-development and mentoring
others;
• Must be collaborative and manage change well;
• Experience working with regional accreditation agencies;
• Ability to redirect/allocate scarce resources in accordance with
the strategic plan and needs of the students; and
• Experienced in developing pathways for success from community
college(s) to regionally accredited institutions.
