Job Description:

Summary: Serve as back up to the Comptroller in day to day operations, which may include General Accounting, Capital Outlay and Workday Security Administration. Plans and manages budgets and accounting for grants and contracts; supervises assigned staff and develops, implements and monitors procedures to ensure proper internal controls in relationship to the College’s restricted accounting functions. Reports to the Comptroller.

Duties and Responsibilities:

Responsible to manage grants and restricted accounting including budget development, cash management, expenditure monitoring, and accurate billing to insure compliance with applicable grant rules and regulations. Audit and insure data integrity and perform accounting functions required to maintain accurate data. Responsible to manage grants thru the College’s yearend processes to include coordinating grant spending, recognizing or deferring revenue as appropriate, reporting to grantors, and preparation of the Annual Financial Report schedules related to grants in coordination with the Comptroller.

Responsible to update operating manuals and to develop/conduct training sessions as needed in relation to restricted accounting. The updates should be prepared based upon knowledge acquired by the Assistant Comptroller through continued education updates related to federal and state grant administration. Position is responsible to maintain a current knowledge of the Uniform Grant Guidance.

Review accounts, grants and programs monthly, quarterly and annually to ensure that grants are used to the fullest extent possible to benefit the College and its programs. Position is responsible to be able to spot trends and provide information to grant managers and college administration so proactive action can be taken when managing grants.

Conduct and monitor internal reviews for compliance, as well as provide accounting support for external audits. Responsible for coordinating the fiscal response for grant monitoring and program reviews.

Assists in maintaining the general and subsidiary ledgers as well as the development and refinement of database software. Audits and ensures data integrity and performs accounting functions required to correct or maintain data. Recommend and assist with the implementation of accounting practices, internal controls, Workday processes, College policies and procedures while supporting continual efforts in creating efficiencies and ensuring compliance.

Perform high level accounting duties and complex financial analyses. Must have knowledge of GAAP, GASB, cash and accrual-based accounting, financial statement preparation, uniform guidance for grants, and fixed asset accounting methods.

Manage the preparation and timely reporting of numerous fiscal reports, assist in the preparation of financial statements and various reports to fulfill college, state, federal and any other governing body requirements. Assistance is expected with the College’s Annual Financial Report and other reports that are submitted annually to demonstrate compliance with various rules and regulations.

Work collaboratively with the Comptroller to ensure all financial transactions are recorded in compliance with accounting principles. Serve as co-security partner (with Comptroller and Vice President, Business Affairs) for updating Workday business processes, role assignments and other updates as needed.

Responsible to coordinate compliance with both Uniform Guidance and State of Florida records retention requirements for fiscal grant records.

Promote and provide service excellence through courteous, informed, accessible and professional engagement.

Provide leadership and direction for all assigned staff including selection, training, assigning and evaluation of work.

Performs other duties as assigned.

Ability to read and understand directives, federal reports/grants, and funding formulas to support daily work needs.

Work is deadline driven, and the ability to work under demanding deadlines is necessary.

Excellent communication skills, mathematical and accounting proficiencies.

Expert in Microsoft Office programs, including Word, Excel, Publisher, and Access.

Strong organizational and time/task management skills needed.

Must be able to multi-task in a complex and fast-paced environment.

Work schedule requires evenings and weekends as needed with extended hours required outside the normal work day to support projects and/or meeting deadlines.

In-district travel and overnight travel is required.

MINIMUM QUALIFICATIONS: Graduation from a regionally accredited institution with a master’s degree in accounting or related field, or a Certified Public Accountant and four years progressively responsible work experience in the accounting field; OR a bachelor’s degree in accounting and five years progressively responsible work experience in accounting required. Successful results of a criminal background check are required.

PREFERRED QUALIFICATIONS: Prefer experience with college and university accounting, and familiar with Florida’s state and federal rules and regulations governing colleges and universities.

Pursuant to College policy, it is an employment eligibility requirement for an applicant to meet the requirements of § 435.04(2), Florida Statutes, related to background investigations. Any person failing to meet the requirements of the statute will be deemed not qualified to hold employment in this position. A Florida Department of Law Enforcement (FDLE) approved background check will be conducted on every successful candidate as a condition of employment, and any person who fails to disclose any adverse information contained in the background investigation at the time of submitting the employment application will be disqualified from employment.

SALARY RANGE: $51,000.00-70,000.00 (Depending on the qualifications, the salary is negotiable. However, the college does not generally hire at the top of the range.)
