Job Description:

The College is seeking an Interim Facilities Director who will be responsible for the planning, direction and supervision of all activities related to the maintenance, improvement and planning of the college's physical facilities. Reports to the Interim Director of Fiscal Affairs until the Vice President of Administration and Finance is hired. Position is interim to allow VP to determine their staffing plan moving forward.

Duties include:

1. Responsible for the management of a critical support department with approximately 60 employees on a 24 x 7 residential college campus.

2. Oversee all building and grounds maintenance, architectural and engineering planning, design, construction and physical plant management.

3. Responsible for the planning, operation and supervision of the entire maintenance operation which includes building maintenance (power plant, MEP, carpentry, locksmith, painting) and building services (housekeeping, and grounds), and general maintenance and housekeeping of all housing facilities.

4. Primary liaison with the Massachusetts Division of Capital Management and Maintenance (DCAMM), other outside and governmental agencies on all matters pertaining to campus maintenance and construction operations.

5. Prepare designs, requests for proposals, bid specifications and oversee bidding process on all construction projects. Ensure compliance with all construction contracts.

6. Act as Project Manager for all construction projects at the College, including new construction, renovations and deferred maintenance work. Manage general contractors if applicable and/or sub-contractors to ensure adherence to quality, budget and contractual schedules.

7. Develop annual budgets for all areas under Facilities and Physical Plant units. Monitor actual expenses to budget and report on variances. Prepare capital budgets to address the College's ongoing and future capital and deferred maintenance needs. ($1 million in expected project work for 2021.)

8. Demonstrate experience with HAZMAT, OSHA, Digital Building Controls (DCC), LEED building practices, sustainability, and work order systems.

9. Develop professional relationships with regional architectural/engineering firms and effectively utilize their services for major facility development/improvement programs.

10. Oversee and manage as required compliance and security issues in the planning, design, and operation of physical facilities. Manage as required compliance with construction related workplace health and life safety protocols

11. Evaluate campus status regarding industry standards for environmental health and safety best practices. serve as institutional chemical hygiene officer. Recommend strategies and assume management of programs/protocols for ongoing compliance.

12. Responsible for ensuring departmental incidents and accidents are investigated thoroughly and reported to Interim Director and Human Resources.

13. Serve as Facilities representative on Critical Incident Response Team. Oversee and secure outside assistance as needed to ensure adequate laboratory safety and air quality are maintained throughout the campus.

14. Hire, train, supervise and evaluate all assigned personnel. Ensure that all employees adhere to University policies and procedures, the Collective Bargaining agreements, and meet all legal and safety standards in the performance of assigned duties.

15. Design and implement staff development programs for department staff.

16. Coordinate response to facilities related campus emergency situations during regular shifts, nights, weekends and holidays; coordinate facilities related response to inclement weather as appropriate.

17. Provide flexible, responsive, and high-quality customer service to all campus constituencies. Work actively with other areas of the university to ensure a spirit of university-wide collaboration, collegiality, civility and teamwork.

18. Perform similar or related duties as assigned or required.


Requirements:

1. Bachelor's Degree required in engineering, architecture, construction management, or related field. Master's degree preferred. Licensed Architect or Engineer a plus.

2. Working knowledge of and experience in deferred maintenance capital construction projects preferably within higher education. 7-10 years of experience preferred.

3. Knowledge of trades and materials related to management and maintenance of institutional facilities, i.e. plumbing, electrical, HVAC, carpentry, fire prevention systems, access/security systems, building and grounds including residential and athletic facilities.

4. Knowledge of Commonwealth of Massachusetts regulations pertaining to construction and maintenance of buildings. Working knowledge of Massachusetts Building Code and referenced standards preferred.

5. General understanding of worker safety (e.g. OSHA), EPA and local/state requirements as it pertains to building management and maintenance processes. OSHA-10 training and certificate and experience with chemical hygiene preferred.

6. Knowledge of building systems and experience working with contractors in the construction field.

7. Knowledge of and experience with the Massachusetts Division of Capital Maintenance & Management (DCAMM) or similar state government capital funding entity preferred.

8. Prior capital planning and operations management experience required.

9. Experience managing a complex, substantial budget required.

10. Prefer experience working with and supervising staff within a collective bargaining environment.

11. Experience working with a diverse and wide variety of constituencies and prefer experience of working with a diverse student population. Ability to develop and maintain harmonious working relationships.

12. Ability to express self in oral and written communication required.

13. Demonstrated ability to initiate and complete intellectual and creative tasks independently.

14. Ability to manage multiple tasks, independent worker, attention to detail, organized.

15. A well-organized and self-directed individual who is also a team player and who exhibits a high level of integrity.

16. Knowledge of higher education principles, practices and procedures preferred.
