POSITION SUMMARY
The position serves as the chief information officer for the
University. As a senior-level executive, the Associate Vice
President (AVP)/CIO sets the overall direction for technology
through strategic planning and evaluation. He or she provides
leadership, planning oversight, and management for all areas of IT
strategy, development, and implementation. The AVP provides
leadership for the Information Technology Services (ITS)
department, which operates and maintains network and systems
administration, computing, telecommunication, databases, equipment
integration, and technology services that meet the needs of the
administrative, educational, and research programs of the
University.

Essential duties and responsibilities may include but are not
limited to, the following.
Leverage Technology to Build Value
• Evaluate overall information technology operations. Work with
administration, faculty, and staff to assess and respond to campus
IT needs. Evaluate and procure new hardware and software to meet
needs. Oversee the design and implementation of new applications
and changes to existing computer systems and software
packages.
• Support the IT team in troubleshooting complex technical issues
and provide clear priorities.
• Establish infrastructure to support and guide divisions and
departments in computing and information technology efforts.
• Identify emerging information technologies to be assimilated,
integrated, and introduced within the University’s infrastructure.
Ensure that University stays current and competitive with respect
to IT infrastructure and services.
• Maintain the integrity and continual operation of the University
network including the inter-and intra-building wiring plant and
wireless networks.
Contribute to Strategic Direction
• Develop and oversee the IT Strategic Plan on an annual basis
ensuring its coherence with the overall campus strategic plan.
Support University initiatives and goals by contributing to
strategic planning and execution. Work closely with the President
to align IT processes and procedures with overall goals, identify
opportunities to enhance performance through the adoption of
improved technologies.
• Present regular reports on IT initiatives and projects to the
President’s Cabinet.
• Serve on planning and policy-making committees.
• Ensure the continual functioning of mission-critical
operations.
• Oversee IT-related aspects of all University construction and
renovation projects.
Develop IT Teams and Personnel
• Provide day-to-day supervision, conduct performance
appraisals, and delegate work assignments for all IT staff.
• Hold regular departmental meetings to review strategic goals and
initiatives, and promote team-building and work to provide growth
paths for staff.
• Recruit, select, hire, and provide appropriate training for IT
staff.
• Maintain fiscal oversight of the departmental budget.
Conduct Information Risk Management
• Conduct periodic audits in conjunction with IT professionals
to assess gaps in the information security and retention
procedures, enact solutions to strengthen data security, and
present ideas to enhance data management processes.
• Maintain security and privacy of the information systems,
communication lines, and equipment. Oversee the development and
maintenance of a university’s databases and keeping them secure.
Monitor web threats, viruses, and hacker activity.
• Serve as the University’s Security Officer providing the required
risk assessment and mitigation plans to the Board of Trustees and
outside review bodies as required.
• Develop, review, and certify all back-up and disaster recovery
procedures and plans.
Negotiate with Vendors and Suppliers
• Serve as primary contact with outside vendors in the
generation of bids, contracts, agreements, and other major vendor
interactions. Assess current vendor prices and policies,
identifying opportunities to cut overall costs on IT products and
services; negotiations with new vendors.
• Supervise the ordering, acquisition, inventorying, and
disposition of hardware/software.

REQUIREMENTS AND/OR CONDITIONS OF EMPLOYMENT
• Bachelor’s degree in computer science, computer engineering,
electrical engineering, or related field from an accredited college
or university. A master's degree preferred.
• Five years management/leadership experience to include IT
strategic planning, budgeting, and employee supervision. Experience
in the industry of higher education or non-profit is
desirable.
• Experience managing a team responsible for complex topology
(remote sites, Voice over IP, wired and wireless networks) in a
Microsoft Windows Environments, (Microsoft SQL Server, Microsoft
Exchange. Experience with telephone and other systems; system
development, complex project management, client/server technology,
Internet/intranets.
• Experience in vendor management.
• Successfully pass a background check.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment. Physical
demands include:
• Moves objects (less than 20 pounds) long distances (more than 20
feet).
• Ability to be mobile campus-wide for appropriate business
needs.
• Operates a variety of standard office equipment requiring
continuous or repetitive arm-hand movements.
• Reading, writing, speaking, hearing, standing, bending,
sitting.
• Learning and comprehending.
• Requires visual concentration on detail.
• Manual dexterity and precision required for keyboarding
• Must be able to sit for long periods at a time at a
computer
• May occasionally be required to deal with distraught
people.

under stressful conditions.
