Director, Outreach Programs
The Director, Outreach Programs provides strategic leadership and is responsible for the College Reach Out and Scholars Programs within the office of TRiO and Outreach Programs. This position directs the long-range, strategic planning, operations, and/or administrative activities of a department or major function. Analyzes the effectiveness of and establishes future direction for functional policies and programs. The primary duty is the management of other managers, professionals, and support staff.
Typical duties may include but are not limited to:
Develops and implements programs, projects and activities that support the strategic goals and objectives of the College Reach Out and Scholars Program and serves the educational needs of schools and community organizations.
Collaborates with the Grant Writer and Administrative Specialist on the grant writing and renewal process.
Provides oversight and direction of the administrative operations of the program. Translates strategic goals and objectives into operational initiatives.
Solves operational problems, develops solutions, interprets and administers policies and procedures, and resolves issues and concerns.
Directs the efforts of and supervises departmental staff, sets performance standards and accountability. Has the authority to propose, uphold, modify or revoke notices of proposed dismissals or suspensions.
Formulates and administers the annual operating budget. With appropriate approval, may procure agreements for materials or services.
Advises senior administrators in implementing programs, new initiatives, and special projects.
Develops, administers and analyzes continuous assessment of operations. Prepares and evaluates statistical, analytical, and narrative reports to be used for decision making and operational improvement.
Responsible for ensuring the all programs, activities, and series comply with university, state, and federal regulations.
Responsible for developing and maintaining partnerships throughout the University. Oversees communications, promotions, and public relations for department in order to achieve departmental goals and objectives.
Cultivates public and private sector partnerships to develop outreach and educational projects.
Creates multiple publications including brochures, flyers, announcements, invitations, bulletins, newsletters, and handbooks.
Plans and implements special projects as assigned.
Develops and manages the operating budget to ensure program alignment with fiscal allocation.
Performs other job-related duties as assigned.
Additional Job Description
Master’s degree from an accredited institution in Education, Counseling, School Counseling, Human Services, Psychology or closely related field.
Six years of related full-time professional experience with federal student programs, TRiO programs, or those serving first generation college students or other students from disadvantaged backgrounds.
Any appropriate combination of relevant education, experience, and/or certifications may be considered.
Experience operating a personal computer and proficient with Microsoft Office (Work, Excel, and Outlook).
Experience writing and applying for State and/or Federal grants.
Demonstrated experience providing oversight of grant management processes.
Experience in development and administration of a program serving at-risk students.
Experience assessing program performance.
Previous supervisory experience.
Experience creating and managing a budget for a program.
Knowledge, Skills, and Abilities:
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, and coordination of people and resources.
Knowledge of federal, state and local laws, statues, regulations, codes, and standards related to the area of responsibility.
Knowledge of best practices for serving under-represented populations.
Excellent interpersonal, verbal, and written communication skills.
Ability to collaborate and develop strategic relations with a diverse group of staff, faculty, students, and business partners.
Ability to take initiative to plan, organize, coordinate and perform work in various situations when numerous and diverse demands are involved.
Ability to use effective decision making and problem-solving techniques.
Ability to think critically and creatively, have a high standard of integrity, and be motivated to incorporate best practices into the organizational structure.
Ability to operate personal computers with proficiency and learn new applications and systems.
Ability to exercise a high degree of independent judgement in the establishment, interpretation, application, and enforcement of all rules, regulations, and policies.
Ability to effectively manage the work of others by providing information, guidance, and motivation.
$52,000 - $54,000 annually
