Description

The Ventura County Community College District Board of Trustees is currently accepting applications for the seat of Personnel Commissioner. The ideal candidate for the Commissioner position has a demonstrated commitment to attracting, employing, developing, and supporting a diverse and qualified workforce. This candidate also has a strong understanding of the importance of the work conducted by the classified service, and that building a qualified workforce includes giving meaningful consideration to applicants' demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of community college students. We encourage and welcome candidates who demonstrate a commitment to examining workforce data and implementing lawful strategies to support the diversity of the District's workforce.

Representative Duties

The Personnel Commission operates as an independent body within the District, and is charged with maintaining a Merit System for classified (non-teaching) employees which promotes the selection and retention of employees based on merit.

To execute these duties, the California Education Code provides that the Personnel Commission shall:
  • Classify positions
  • Recommend salary ranges to the Board of Trustees based on the principle of “like pay for like work”
  • Hear appeals of discipline and dismissal, as well as protests involving examinations
  • Hire and promote classified employees on the basis of ability, with open competition in employment
  • Conduct fair and objective recruitment, selection, and appointment procedures that result in the establishment of eligibility lists to fill vacancies with qualified staff
  • Ensure fair treatment of applicants and employees in all aspects of personnel administration without regard to political affiliation, race, color, national origin, gender, sex, sexual orientation, or religious creed; including proper regard for privacy and constitutional rights as citizens
  • Prescribe rules and regulations related directly and indirectly to such described personnel practices

Minimum Qualifications

To be eligible for appointment, a person must meet the following requirements:
  1. Be a registered voter and resident within the boundaries of the community college district*
  2. Be a known adherent to the principle of the merit system
  3. Not be currently employed by the Ventura County Community College District in any capacity.
*The Ventura County Community College District consists of all of Ventura County except for the northwest section which remains a part of the Allan Hancock Community College District. The school districts of Fillmore, Moorpark, Nordhoff (Ojai), Oxnard, Santa Paula, Simi Valley, Thousand Oaks, and Ventura are served by the College District.

Selection Process:
Applications will be reviewed for the minimum requirements as outlined above. Interviews will be conducted during open session at the February 2021 Board of Trustees meeting.

Compensation:
Personnel Commissioners are provided a $50 stipend for monthly meetings as well as District-sponsored health benefits at no cost (dependent on the plan chosen).
