Precollege Programs (PCP) is a unit within Enrollment Management at Oregon State University, Oregon’s Land-grant University. OSU has a presence in every county in the state, and an explicit mission of teaching, research, outreach, and engagement that includes all of P-20 education in every corner of the state.
The unit is charged with creating and delivering educational programs designed to break through systemic barriers, provide inclusive access, open opportunities, and build confidence in K-12 students. Precollege Programs provides engaging learning experiences that promote and inspire educational and personal success among the students it serves.
The director of Precollege Programs must be a talented and committed educator with the experience and demonstrated ability to lead and support a team of OSU experts delivering programs to statewide youth populations. In addition, the director must have a demonstrated ability to establish and nurture partnerships with the broader statewide youth outreach community.
The position is responsible for developing, implementing, and evaluating PCP goals and policies that are in alignment with OSU’s land grant mission and strategic plans. Current programs include but are not limited to: STEM Academy, TAG Programs, SMILE, iINVENT, Discovering the Scientist Within, Beaver Hangouts, Campus Field Trips, Family Science and Engineering Nights, SESEY, and OPEN Network. The director is also responsible for acquiring external funding through collaborative grant proposals to support programs, and collecting, evaluating and reporting program data.Decision Making/Guidelines
Full responsibility for multiple programs, development of overall vision and budget. Direct operations of multiple programs. Decisions have significant, broad implications for the management and operations of PCP. Sets own goals and determines how to accomplish results with few or no guidelines to follow. Supervision (classified and unclassified; including planning, assigning and scheduling work, reviewing work, and assuring achievement of quality standards, training staff and overseeing productivity, hiring, termination and pay adjustments, budget planning, and signature authority on multiple grants.This position requires a clear and unambiguous commitment to compliance of all National Collegiate Athletic Association (NCAA) regulations for Division I (FBS) universities. 35% Provide leadership for PCP’s youth outreach programs (developing and implementing policies, developing and maintaining a robust and diverse financial portfolio, actively seeking and supporting partnerships internally and externally).
- Represent PCP’s youth outreach programs to the broader community.
- Responsible for networking, marketing, and public relations activities, including presentations at national-level conferences.
25% Partnership development, fostering the scholarship of outreach and engagement, and broader impacts to leverage the acquisition of external funding through grant writing and development efforts.
- Provide leadership and direction for funding and grant writing activities for OSU youth program partners, the OSU Foundation and external funding agencies.
- Includes grant writing as well as overseeing other grant writers and fiscal management of funded grants.
15% Continuous program improvement involving development, refinement and implementation that advances PCP’s strategic plan, mission and activities, as well as collecting and disseminating program data.
15% Administrative oversight of Precollege Programs (PCP), Campus Field Trips, Beaver Hangouts, SMILE, Discovering the Scientist Within, iINVENT, STEM Academy, TAG, Family Science and Engineering Nights, and SESEY (Summer Experience in Science and Engineering for Youth), and OPEN Network.
- Supervise 8 employees (5 Program Coordinators, 1 Director, 1 Associate Director and 1 Administrative Assistant (classified).
- Facilitates a team-based approach to projects and project related work, providing mentoring and professional development support that enhances each employee’s professional growth.
10% Managing university and grant funded budgets:
- Two Education and General Fund Budgets
- Three Designated Operations Budgets
- Two OSU Foundation Accounts
- Ten-Fifteen grant-funded budgets, annually
- Budget projections and long term-planning, accounting, and signature authority on multiple grants.
- Requires Master’s degree in science, technology, engineering, or mathematics (STEM), education or related field
- Minimum 3 years’ experience in management responsibilities such as supervision of diverse program facilitators and budget oversight, including successful experience with grant writing and management.
- Requires demonstrated successful experience collaborating with schools, community partners and other youth-oriented institutions and organizations.
- Requires an evidenced commitment to educational equity.

- This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per OSU Standard 576-055-0000 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
- PHD in; science, technology, engineering, or mathematics (STEM), education or related field. Research experience in social science, education, or science.
