General Summary/Purpose

The Program Officer II is responsible for supporting one or more field programs in Francophone Africa with technical, programmatic, and administrative assistance. The Program Officer II serves as a field program’s consistent link to Baltimore, and provides the day-to-day problem solving, technical input, writing and editing, and procurement processing that field programs require. This position in particular will have a strong emphasis on supporting the knowledge management and documentation of country programs under the global Breakthrough ACTION project and bi-lateral programs at the Center for Communication Programs for programs in Senegal and SAHEL RISE.The Program Officer II also provides field programs with assistance in the design, development, and evaluation of programs. The Program Officer II will also initially provide support to Breakthrough ACTION technical assistance and capacity strengthening activities on SBC for family planning in West Africa. The Program Officer II is expected to travel internationally to provide technical assistance in areas of their expertise.

Specific Duties & Responsibilities

Leadership

  • Model CCP’s desired practices in knowledge management, communication, and use of technology
  • Cultivate donor’s connections and seek new opportunities for CCP’s growth

Supervision

  • Assist in orienting and training all new staff members using standard CCP training

Technical Assistance

  • Provide technical assistance to field offices and programs, both in-country and from Baltimore
  • Write/facilitate strategies, workplans, assessments, and evaluations
  • Develop strategies and innovative approaches to document new knowledge and program learning from country program experience.
  • Analyze program data to identify learning opportunities and areas for further focus
  • Document program impact through case studies, “impact briefs”, blogs and other reports
  • Copyedit, proofread, and review content related to reproductive health and family planning, along with related topics including HIV/AIDS, malaria, tuberculosis, maternal and child health, mHealth, and Global Health Security Agenda.
  • Oversee and/or participate in all areas of project and proposal development as appropriate
  • Experience working on USAID health programs is desired

Knowledge Management

  • Identify knowledge sharing and learning approaches to strengthen quality and capacity at individual, organizational and systems levels.
  • Develop print, video and web-based learning and knowledge exchange tools
  • Participate in at least one Community of Practice.
  • Update portions of CCP website that contain information on programs you backstop as needed, at least quarterly
  • Submit materials for inclusion on the CCP internal knowledge management system. Identify materials on that system that are out-of-date
  • Write up and share minutes of all non-confidential formal meetings using CCP standard procedure

Backstopping

  • Maintain frequent, open, ongoing communication with field offices
  • Coordinate the various Baltimore-based functions needed for efficient operation of field programs
  • Act as point-of-contact for field-based staff
  • Respond to requests for information, documents or assistance promptly
  • Assist the field in developing contracts and facilitate contracts processing in Baltimore
  • Seek technical input on materials, strategies, workplans, and budgets as needed
  • Coordinate regular management reviews for all supported activities
  • Ensure that all Hopkins One administrative functions for the programs are accomplished
  • Track CCLs, contract payments, contract renewals, payments, and other administrative documents
  • Monitor field budgets and 1) ensure that Baltimore costs do not overrun (including salary allocations) and/or 2) inform supervisor that Baltimore costs are in danger of overrunning.
  • Provide field with updates on changes to policy, procedure, best practices, funding, staffing, or any other relevant issues as they arise

Administration

  • Support programs with administrative actions as needed
  • Format, edit, and produce documents and presentations as needed

External Relations and Outreach

  • Develop professional networks as appropriate to your job, to include colleagues from other public, private, and non-profit organizations and share contact points with CCP’s proposal development teams.
  • Proactively explore and identify proposal development and business expansion opportunities.
  • Communicate new business opportunities and contacts to supervisors and leadership.
  • Participate on proposal development as needed.

Minimum Qualifications

  • Master’s degree (M.A., MHS, MPH), international development, or a similar discipline required;
  • Four 4 years of relevant experience in international social and behavior change (SBC)
  • Additional relevant experience and/or training may substitute for some education

Preferred Qualifications

  • 6 years of experience in sexual and reproductive health programming, preferably in low or middle-income countries.
  • French language skills required (reading, writing and speaking).
  • Ability to read, analyze, and interpret the most complex documents.
  • Ability to respond effectively to the most sensitive inquiries and complaints.
  • Ability to write speeches and articles using original or innovative techniques or style.
  • Ability to make effective and persuasive speeches and presentation on controversial or complex topics to top management, public groups, and/or board of directors.
  • Demonstrated research, writing, editing, and proofreading skills.

Special Knowledge, Skills, and Abilities

  • Ability to read, analyze, and interpret the most complex documents.

Technical qualifications:

Mathematical Skills

  • Ability to calculate figures and amounts such as discounts, interest, commission, proportions and percentages.
  • Ability to work with and understand foreign currency exchanges, as needed.

Reasoning Ability

  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
