Position Title: Child Care Accelerator Division/Department: Parenting Education Location Albany Campus, Albany, OR Job Summary:

The position is designed to jumpstart new childcare facilities by addressing barriers to new and expanded quality childcare facilities. This individual will act as catalyst between private and public sectors in identifying opportunities to increase quality childcare through aligning employer participation, capital, land and public private partnerships. Duties include engaging employer participation, aligning state and local funding, qualifying appropriate available land as well as aligning private sector employers/partners to pursue viable new childcare facilities. Goals will be set for generating a net increase of childcare slots for infant through pre-school children, and new or expanded facilities to accommodate additional children. Regular reports will be provided to regional stakeholders on progress. This individual will have experience in forging partnerships, including public/private projects, development experience and be committed to increasing high-quality childcare in Linn, Benton & Lincoln Counties.

Required Qualifications:

Education and Experience: Graduation from an accredited college or university with a Bachelor’s Degree in Public or Business Administration, Economic Development, Commercial Real Estate, or a related field. Extensive (5+ years) progressively responsible work experience at a level that required supervision or management of projects and programs in economic development, redevelopment, commercial real estate development, business assistance, public facility or infrastructure development, public and/or private finance, or workforce development.

Licenses and Certificates: Requires a valid Oregon driver’s license or access to transportation to attend required meetings and events.

Knowledge and Skills: Requires personal computer, word processing, website management and data base application skills. Requires strong record keeping, documentation and presentation skills. Requires good organizational, planning, communication, problem solving, customer relations and phone skills. Must have good writing and editing skills.

Abilities: Work requires considerable independent judgment and initiative in combining a broad scope of blended funding, property development and project partnerships. This individual must have sophisticated, analytical judgments in order to solve a variety of complex, technical problems. Responsible for overall management of partnership development and economic development project activities. Must be adept at working with multiple organizations toward a common goal. Requires the ability to communicate formally and informally with contacts both inside and outside the college setting. Must be able to work respectfully with individuals of all cultures, backgrounds, perspectives, and abilities.

Preferred Qualifications: Physical Requirements and Working Conditions:

Requires ability to operate computer software and office equipment to perform essential duties of the job. Must be able to communicate effectively in person and over the phone. May require lifting light to medium weight materials (10 to 25 lbs.).

Work is normally performed in an office setting with minimal exposure to health and safety hazards. Frequent travel to community locations, meetings and events within Linn, Lincoln and Benton Counties. Employee provides own transportation. Substantial time is spent working at a computer. May be required to work occasional evenings and/or weekends. Must be able to pass a central Background check through the Oregon Early Learning Division Office of Child Care.

Essential Duties:

Identify public, private and foundation/grant partners to reduce costs of creating and sustaining new, high-quality childcare in Linn, Benton & Lincoln Counties.

Work with and a regional organization/group to track progress, resolve barriers and align public/private support and resources with priority projects.

Assists the EL Hub Manager in fund raising including researching new funding opportunities. Writes and prepares grant applications in collaboration with the EL Hub Manager and contacts businesses and service organizations.

Work with oversight group to develop strategies, identify resources and understand the regulatory environment and principles of high-quality childcare.

Coordinate with the CCR &R and other regional efforts related to the expansion of childcare.

Work with state agencies and task forces to accelerate regional efforts to develop this pilot program.

Convene interested employers with geographic or other relevant similarities for access to employee childcare services.

Work to build consensus, solidify support and move projects forward. This will include identifying and overcoming obstacles such as land costs/availability, start-up costs, aligning with childcare experts to ensure high quality programs in new facilities and identifying/galvanizing other funding sources.

Identify and secure employer funds for startup and/or operational offsets for new quality childcare facilities and to leverage loans, grants, and private investments/donations toward constructing new quality childcare facilities.

Compile and maintain records, reports, and documentation of grant related activities for use in project evaluation and grant reporting.

Assist other quality childcare projects as appropriate.

Performs other related duties as assigned.
