Job Description:

Basic Function and Responsibility:

The Senior Program Manager provides oversight and leadership for Oakton's Center for Organizing Minority Programs to Advance Student Success (COMPASS), a five-year federally funded initiative by the Asian American Native Pacific Islander Servicing Institution (AANAPISI) U.S. Department of Education grant. In partnership with outcome stakeholders including staff, faculty, and community partners, the Senior Program Manager will focus on the AAPI population to drive retention and graduation rates.

Characteristic Duties and Responsibilities:

  • Manage the COMPASS program. Partner with staff, faculty, community partners, and the Principle Investigator to
    • Increase the percentage of first-time, full-time degree seeking AAPI students who were at Oakton in their first year and are enrolled in the current year (retention).
    • Increase the percentage of first-time, full-time degree seeking AAPI students who graduate within three years of enrollment.
  • Develop, manage, and evaluate all AANAPISI grant program activities and operations; compile and analyze data related to program participation and student success; develop organizational structures and work processes to facilitate attainment of established program goals and objectives.
  • Work together with partner stakeholders including, but not limited to,
    • Collaborate with faculty to create professional development opportunities on best practices to work with AANAPISI students and how to be culturally responsive for this population in particular
    • Collaborate with STEM faculty/staff/dean to implement programming, co-curricular activities, and recruitment strategies to attract women of color to Computer Science with the objective of increasing enrollment in computer science and term-to-term retention
    • Collaborate with College Transitions to work with high school partners to implement the Persistence Project work in dual credit courses, including conducting teacher trainings, creating/disseminating/analyzing assessments of both teachers and students, and analyzing at course success rates.
    • Collaborate with equity coordinators, TRiO, etc. to share best practices.
    • Collaborate with Student Affairs to create and promote multi-cultural events.
    • Collaborate with the community at large to promote COMPASS and AANAPISI initiatives.
  • Track and maintain COMPASS project data on outcomes as generated by continuous assessment activities, developed in consultation with the Principle Investigators and co-Investigators. Specifically target AAPI student success.
  • Prepare and submit statistical and narrative reports; analyze current information on effective methods of serving the educational needs of this population; maintain databases, websites, publications related to the grant; direct and prepare annual recap data and special reports and recommendations, as requested; coordinate and respond to periodic audits; assist college and District personnel with reports required by federal, state and local agencies.
  • Develop a vision and long-term plan for serving Asian students and increasing Asian student graduation/transfer after the AANAPISI grant ends.
  • Serve as the college liaison with federal and state agencies. Develop partnership relationships, provide requested data, and submit annual reports.
  • Develop, document, execute, and evaluate strategic plans including annually and for post-grant.
  • Prepare and monitor budgets in accordance with the AANAPISI grant program.
  • Perform other job related duties as assigned.



Requirements:

Qualifications and Working Conditions:

  • Masters degree from an accredited college or university in business administration, public administration, public health, education or related field, or an equivalent combination of education and experience from which comparable knowledge and skills can be acquired as necessary.
  • Minimum five years of experience working with students in special populations with increasingly responsible experience in a variety of student services and/or instructional programs, including project management of federal grants awards.
  • Strong interpersonal skills including tact, patience, and diplomacy. Demonstrated program leadership skills with an ability to successfully work in a diverse academic setting with partners from a variety of socioeconomic backgrounds.
  • Strong statistical skills and advanced analytical skills with the ability to use technology to support analysis.
  • Project management experience required.
  • Prior budget creation and monitoring experience required.
  • Work is performed in a general office environment and is sedentary in nature. Little or no exposure to adverse working conditions.



Additional Information:

Supervision Received:

Administrative supervision is received from the Assistant Vice President of Institutional Effectiveness and Strategic Planning (Principle Investigator).

Supervision Exercised:

Functional supervision may be exercised over student employees.

HOURS: Monday - Friday 8:15 am - 5:00 pm

Salary $70,399 - Starting salary may change due to the completion of Staff Negotiations in 2021.

This is a temporary grant position and continued employment, is based on the successful renewal of the grant.
