General Summary:
The Assistant Supervisor of HVAC/ Plumbing assist with planning, assignments, and inspections of the work performed by Technicians, Maintenance Mechanics and Plumbers who are responsible for the maintenance and repair of all HVAC and plumbing equipment installed in buildings for the School of Public Health.

The Assistant Supervisor is primarily responsible for developing unit goals and objectives and providing technical assistance and training to assigned staff. Work and results are reviewed through inspection and analysis of records, reports, completed work orders, and equipment and system performance. This position reports to the HVAC/ Plumbing Shop Supervisor.

Specific Duties & Responsibilities:

  • Applies basic principles and practices of employee supervision and participates in the training and development of employees.
  • Schedules, coordinates, and supervises the installation and maintenance of HVAC and plumbing components and systems.
  • Prepares and maintains a variety of records and reports, including employee accident reports.
  • Support safety programs for the continual maintenance of a safe workplace and a safety conscious staff.
  • Interprets university and department policies to assigned personnel and enforces safety regulations and adherence to proper codes and standards.
  • Assists with the preparation of specifications for the purchase of HVAC equipment, devices, and supplies.
  • Anticipates and procures supplies and materials needed for daily operations.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  • Assist in the implementation of performance standards to meet service expectations and productivity measures to identify and track progress and customer satisfaction. Continually assess performance through established standards and applies corrective measures as required.
  • Assists in the development and ensures the timely completion of preventive maintenance programs.
  • Assist with the Coordination of HVAC outages when required
  • Supports projects and participates in design review.
  • Evaluate and makes recommendations on equipment, supplies and procedures.
  • Apply the collective bargaining agreement and resolves issues that may arise.
  • Monitor and document bargaining unit’s grievances, warnings, write-ups, and disciplinary actions.
  • Maintains employee time records, including vacation and sick time reports
  • Hire, train, evaluate, and terminate staff as required.
  • Ensure compliance with OSHA, BOCA, State and Federal regulations, and JHU safety standards for all work occurring in School of Public Health buildings.
  • On-call at times and is expected to either physically or verbally respond to emergencies, depending upon the scope of the problem.
  • Perform annual performance evaluations.
  • Perform other duties as assigned.

Minimum Qualifications:

  • High School Diploma/GED required.
  • Minimum of five (5) years of related experience, including three (3) years of supervisory experience.
  • Must have a valid Driver’s License.
  • Additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications:

  • Formal training and/or education above the high school level in the electrical field is highly desirable and preferred. HVAC Journeyman level program or higher and achieved a respective Journeyman’s license.
  • Experience supervising in a union environment

Special Knowledge, Skills and Abilities:

  • Understanding of the operation of Building Automation Systems, including both pneumatic and direct digital control systems.
  • Familiarity with plumbing codes.
  • Knowledge of safety rules, procedures, and practices, including the proper use of safety equipment as defined by OSHA and industry standards.
  • Proficient knowledge of computer applications, including Windows, email, internet browsing, word processing, and presentations.
  • Ability to perform moderately complex data analysis using spreadsheets.
  • Experience with a computerized maintenance management system (CMMS) and electronic time tracking system preferred.
  • General knowledge of project management.
  • Ability to supervise union employees.
  • Perform work within reasonable lengths of time as measured against industry or engineered standards.
  • Ability to prioritize task.

Physical Requirements:

  • Must be able to remain stationary for extended periods of time.
  • Ability to operate a computer and other equipment on a frequent basis.
  • Ability to frequently communicate with coworkers.
  • Ability to move about the office and campus.
  • Ability to lift objects up to 50lbs.

  • This requires direct oversight of union employees

Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
