Position Summary
Dallas College is seeking an experienced, highly collaborative leader with a proven track record of enhancing academic quality, faculty excellence, diversity, equity and inclusion, and student success in a dynamic higher education environment. The Dean, Student Care Network and Basic Needs reports to the Associate Vice Chancellor, Student Support and is responsible for:

  1. Providing effective leadership and administrative management for all student care and basic needs programs at Dallas College. 
  2. Developing a holist approach to ensuring student health, personal development, and overall well-being. 
  3. Providing strategic direction for a comprehensive portfolio that includes the management of student health service contractual partnership, counseling services, wellness education and advocacy
  4. Ensuring that an equity lens and mindset are applied to the design, delivery, organization, and evaluation of student support programs; and that the College continues to strengthen its integrated approach to programs and services, planning, and operations towards the achievement of student success and institutional goals

Required Knowledge, Skills & Abilities

  • Knowledge of the purpose of community colleges and the vision of Dallas College
  • Experience leading or managing major change initiatives
  • Ability to identify and address opportunities and challenges that arise as a result of Dallas College’s current transition
  • Experience working with student support programs (counseling, threat assessment, health & wellness programs, etc.)
  • Experience in strategic planning, assessment of program(s) effectiveness, and development of guidelines to enhance student success units within the institution and with accrediting bodies
  • Excellent interpersonal skills and the ability to communicate effectively, verbally and in writing, complex ideas, and information to a variety of stakeholders/constituents within the Dallas College community and health care, social service network related to student basic mental health, physical, spiritual and social needs
  • Knowledge of applicable laws and regulations regarding student accessibility and the Americans with Disabilities Act
  • Ability to work effectively with ethnic, cultural, and socially and economically diverse student populations
  • Skills in technological support and delivery of student programs and services; knowledge and skill in the use of integrated software systems; and proficiency in the use of Microsoft application software 
  • Ability to employ and deploy data-informed and results oriented initiatives
  • Understanding of contemporary issues in higher education is required through professional development activities  
  • Ability to maintain confidentiality of information exposed to in the course of business regarding students, supervisors or other employees 
  • Highly collaborative leader with experience in a comparably diverse and complex college/university and a proven track record of enhancing quality, excellence, institutional diversity, equity and inclusion, and student success  
  • Excellent time management, and organizational and problem-solving skills

Physical Requirements
Normal physical job functions performed within a standard office environment.  Reasonable accommodations may be made to individuals with physical challenges to perform the essential duties and responsibilities.

Minimum Knowledge and Experience

Master’s degree required (earned doctorate preferred) in higher education, counseling/student services or related field as confirmed by official transcripts.

  • Three (3) years upper level administrative/supervisory experience in a community college/higher education environment 
  • Minimum 5 years of progressively responsible management and supervisory experiences in one or more areas of student services.
  • Proven experience in student crisis management and emergency response.
  • Previous experience working on student issues related to Title IX, specifically with respect to victim advocacy and education.
  • Demonstrated successful experience in strategic planning, fiscal management, resource allocation and personnel supervision.
  • Clinical Experience, Education or Expertise in Personal Counseling or Health Services is preferred

Essential Duties and Responsibilities

Provide leadership and functional responsibility for the strategic planning, development, implementation, and evaluation of a multifaceted college-wide wellness education program and key performance measures for students’ physical, emotional, psychological, and overall well-being.

  • In conjunction with the Associate Vice Chancellor, Student Services, provide leadership for the division’s response to students of concern.
  • Monitor research and current behavioral trends affecting college students.
  • Develop college-wide interventions for alcohol and other drug issues and related peer education programming.
  • Assess and evaluate all related operations, policies, and programs to ensure mission compliance, student impact, and organizational effectiveness.
  • Ensure Dallas College Student Care Network has an integrated approach to housing and homelessness, food insecurity, mental and physical health, wellness, prevention, education and outreach.
  • Implement and leverage technology platforms such as Salesforce and Pieces to support the student care network.

  • In partnership with the AVC, envision, plan, and implement a new student health and wellness strategy.
  • Guide and oversee campus-wide harm reduction programming, student success, and intervention strategies incorporating mental health education principles, practices, and models that have been proven effective in similar settings.
  • Support and advocate for students who experience crisis; intervene directly in highly sensitive cases involving critical illness/injury, mental illness and other threats to mind and body.
  • Create regular opportunities to dialogue with faculty and professional staff about health assessment and wellness education in order to broaden the campus community understanding of bio-psychosocial influences on health behaviors and affect positive change.
  • Develop co-curricular programming to reduce inappropriate behaviors and increase positive behaviors by students; anticipate, evaluate, and address changes in student needs and improve the student experience on campus.
  • Collaborate with community partners to support, develop, and promote initiatives, programming, and outreach directed toward students’ physical, mental, emotional, and psychological well-being.
  • Develop strategic collaborative partnerships with external and internal stakeholders to ensure strategic integration of holistic wellness programs, initiatives, and services.
  • Coordinate efforts to enhance collaborative relationships with other local colleges and universities, local and state agencies, health care providers, and other entities to advance the College’s wellness agenda.
  • Chair the integrated CARES Team with the following  functions: 
    • Consultation—Assess concerns regarding the safety and well-being of students by drawing upon professional experience within the campus community.
    • Assessment—Determine referred student's need for emotional, psychological, or physical support and refer to appropriate resources.
    • Resources—Identify campus and community resources for students.
    • Education—Provide professional development and training opportunities for faculty and staff. Promote proactive workshops for students such as stress management and conflict resolution.
  • Serve as senior member of the crisis response team, specifically the senior response team; serve on call a minimum of 8 weeks an academic year and respond at any time if called to assist in any campus crisis response; coordinate, respond, and/or assist with student and campus emergencies/crises; conduct necessary follow-up with Public Safety, local agencies, and/or parents.
