Position Primary Purpose and General Responsibilities

Oversee and assist in the preparation and submission of export licenses, technical assistance agreements, commodity jurisdiction and classification requests, and other export control-related documents.Develop and implement training programs and informational material, including a robust website to educate faculty, staff and students of the requirements for complying with export control regulations. Coordinate with University legal counsel on export control related issues. Keep abreast of new laws and regulations affecting compliance with export control regulations and respond to proposed regulatory changes. Develop, implement and maintain the Export Control Management System.

Minimum Hiring Standards

J.D. or Master’s degree required. Bachelor’s degree and significant relevant experience may be considered in lieu of a master’s degree. The candidate should have demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU . Experience in research administration, process improvement, formulating policy and procedures, and developing and implementing new strategies is desired. In-depth and advanced knowledge of federal export control regulations is required; Ability to prioritize, plan, analyze, and execute multiple and complex export control related activities. Excellent oral and written communication and interpersonal skills

Preferred Hiring Standards

Minimum of 3 years hands-on experience as a decision maker on the implementation of export control regulations in a large, diverse and complex organization; preference given to those with experience at an institution of higher education. Direct experience in acquiring export control licenses is required. Direct experience working with faculty and working with technology in a laboratory setting is highly desirable, as well as the ability to lead presentations on export control matters to faculty, staff and other groups. activities.
