Directs the Payroll Services and the Human Resources Information Systems (HRIS) for the University of Houston System (UHS). Supports the University's mission, vision and values in all aspects of work.

  1. Advises senior leaders in evaluating the Human Resource Information System and implementing strategic initiatives impacting payroll operations.
  2. Manages the Payroll Services and Human Resource Information System employees; maintain staff by recruiting, selecting, orienting, and training employees.
  3. Serves as the subject matter expert for all federal, state and foreign payroll laws to ensure compliance with applicable state, federal and foreign tax laws; wage and hour laws as well as maintain relationships with internal and external auditors regarding payroll issues.
  4. Coordinates production of W-2 forms and year-end tax reporting
  5. Serves as the project manager and provides functional analyses and support for new applications, and significant modifications to existing applications in the Human Resource Information System aimed to improve the efficiency and effectiveness of HR business processes.
  6. Collaborate with UH Information Technology leaders on HRIS system-wide projects.
  7. Directs the development and implementation of training materials for end-users.
  8. Develops a thorough understanding of the University's ERP system and recommends opportunities which support existing payroll and human resource operations.
  9. Oversees payroll accounting function, in conjunction with the Controller's office.
  10. Responsible for the development, implementation, and maintenance of procedures and controls sufficient to adequately account for all payroll transactions. Identifies potential risks, in the payroll process, and takes action to mitigate such risks. Identifies potential risks to ensure effective implementation of the Human Resource Information System. Oversees the development of routine and ad-hoc reporting tools and solutions to ensure appropriate financial information is made available to employees and management promptly, including reports detailing gross payroll, hours worked, leave accruals, benefits and tax deductions, etc. Oversees the development of HRIS reporting solutions to ensure HRMS data is accurate. Performs other duties as assigned.

Qualifications :

Bachelors and 7 years experience

Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university. Requires a minimum of seven (7) years of directly job-related experience.

Preferred Qualifications: Certified Payroll Professional (CPP)
