Position Primary Purpose and General Responsibilities

Virginia Commonwealth University’s Rehabilitation Research and Training Center ( RRTC ), School of Education, is seeking a Web Programmer/Systems Analyst who will serve as a member of the National Training and Data Center ( NTDC ) Information Technology team and perform website and data system design and maintenance activities in support of the NTDC’s training, technical assistance, and resource management functions. Additionally, the Web Programmer/Systems Analyst will assume responsibility for partial implementation of a federally required System Security Plan, including conducting audits and implementing required controls. General duties include:

•Assist NTDC Website Coordinator and Database Developer to maintain the NTDC’s website and systems resources across multiple platforms and computing environments by performing complete audits and validation testing based upon Section 508 and/or W3C WCAG 2.1 accessibility guidelines using Assistive Technology (AT) such as screen reader software ( JAWS / NVDA /VoiceOver/TalkBack) and accessibility testing tools;
•Assist the NTDC Technology Unit to analyze and translate website and web-based platform user needs by modifying web application programming, databases and integrating systems by applying software fixes and additional accessibility features within the target software source code;
•Monitor and implement a NIST compliant System Security Plan in collaboration with staff from VCU Technology Services;
•Create and update HotDocs report generation software document templates using best practices for managing document variables to ensure consistency of variable usage between documents and use established procedures to manipulate and present data in various formats;
•Provide excellent customer service providing technical support, training and development support to website and other web-based platform users; and
•Serve as an active member of the contract project team in accordance with contract requirements.

Minimum Hiring Standards

•Graduation from an accredited college or university with an Associate’s or Bachelor’s degree, or course completion in software applications; or an equivalent combination of education, training, and experience;
•Demonstrated experience in maintaining, and modifying a secure web-based data collection and reporting platform;
•Demonstrated experience in monitoring and implementing a formal System Security Plan that meets NIST security standards;
•Demonstrated familiarity with scripting languages in multiple web based applications;
•Demonstrated experience in the use of Accessible Rich Internet Applications ( ARIA ), hyperlink integrity, and remediation of Section 508 accessibility issues in web-based applications;
•Proficiency in Microsoft Office Suite, HTML5, CSS3, Dreamweaver, and Bootstrap;
•Familiarity with online learning platforms including Blackboard and Canvas;
•Experience with screen readers and other assistive technology tools; and
•Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU .

Preferred Hiring Standards

•Experience with ColdFusion web application development platform;
•Experience with HotDocs or other report writing software applications;
•Professional Certification such as DHS Trusted Tester, IAAP Certified Professional in Accessibility Core Competencies “ CPACC ”, and/or IAAP Web Accessibility Specialist ( WAS ) Credential;
•Experience with eLearning creation and authoring tools such as Articulate, Adobe Captivate or similar; and
•Experience with audio/video production software such as Audacity, Camtasia Studio/Recorder 8 or similar.
