Duties of Position: Responsible for providing programmatic assistance, budgetary oversight, and technical support to key stakeholders, working towards accomplishing the Perkins grant's funding objectives in compliance with ICCB requirements. The Carl D. Perkins Technical Education Improvement Act of 2006 (Perkins V) provides federal funding to Harper College to support career and technical education programs that provide students with the academic and technical skills necessary to succeed in today's knowledge- and skills-based economy. The Illinois Community College Board (ICCB) disburses and administers federal Perkins V funds.

Coordinates work efforts with Deans, faculty, and program administrators to prepare the college's annual Perkins Plan, including determining objectives and outcomes, identifying program needs, planning expenditures, and establishing timelines for meeting outcomes.

Under the supervision of the Dean of Career and Technical Programs, serves as the primary contact between college and ICCB, advising faculty and staff on Perkins grant guidelines and regulations, allowable use of grant funds, and ensuring programs, activities, and purchases are in compliance with ICCB requirements.

Works closely with the college's accounting department to create a budget for personnel, purchasing and other program related expenses using Perkins funds, allocating appropriate level of funds to accounts.

Monitors accounts and tracks expenditures to ensure funds are spent in compliance with ICCB approved Perkins Plan. Manages budget, prepares quarterly budget reports, prepares modifications, initiates budget transfers as needed to ensure grant objectives and timelines are being met.

Coordinates meetings with Program Chairs/Coordinators, program administrators industry partners and other key stakeholders to review progress of stated program goals and objectives against funding requirements.

Develops and manages Programs of Studies. Collaborates with high school partners to assist in the creation of career pathways.

Prepares quarterly progress reports and assists with programmatic monitoring updates and other reporting requirements.

Provides technical and operational support in coordinating and executing various grant funded activities including professional development workshops and student events.

Prepares quarterly reports documenting program activities and fund expenditures, intended outcomes, and success in meeting outcomes, working in collaboration with the Dean of Career and Technical Programs, Department Chairs and Program Coordinators, and other college stakeholders to ensure compliance with grant reporting requirements.

Performs other duties as assigned.

Educational Requirements: Bachelor's degree in Business or Public Administration, Education, Accounting, Public Policy, or a related field required.

Experience Requirements: Minimum three years of work experience in a responsible program coordination, grant or program administrator role, preferable for a non-for-profit or higher education institution. Grant management experience including collaborative applications, compliance with funding regulations, evaluation and audit preparation, and good working relationships with funding Strong collaborator who can work independently, within a matrixed environment and team setting to accomplish goals in a fast-paced environment. Proficiency in the use of Microsoft Office (Word, Excel, PowerPoint).

Preferred Qualifications : Masters degree in Business or Public Administration, Education, Accounting, Public Policy, or a related field.
