Director of Financial Aid

Located in Greater Boston, MassBay is a comprehensive, open-access community college, offering associate degrees and certificate programs on three campuses in Wellesley Hills, Framingham, and Ashland, Massachusetts.
Position Summary:
The ideal candidate will join a vibrant and inclusive educational community, and have a desire and ability to work with a diverse population.
The Director of Financial Aid is responsible for the overall management and leadership of the College’s Financial Aid Office. Responsibilities include Title IV compliance in program fund awarding, verification, disbursement, accounting, and reconciliation, including development and implementation of compliance-driven policy, procedures, awarding, reporting, and audit oversight. Works collaboratively with other key enrollment and student services offices to provide optimal and timely customer service to current and prospective students.
Key Responsibilities and Duties:
  • Supervises and ensures all programs are compliant with federal, state, and institutional requirements;
  • Responsible for all financial aid programs, including the federal work-study program, and for submitting all federal, state, and institutional reporting such as the FISAP, IPEDS, and the state year-end report;
  • Title IV compliance in program fund awarding, verification, disbursement, accounting, and reconciliation, including development and implementation of compliance-driven policy, procedures, awarding, reporting, and auditing;
  • Serves on the Student Services and Enrollment Task Force (SSETF), Compliance Committee, and the President’s Council;
  • Responsible for maintaining the Financial Aid module (PeopleSoft). Works collaboratively with various College departments responsible for PeopleSoft modules;
  • Exchanges information with funding sources, government agency representatives, students, staff, other educational institutions, and the general public regarding institutional, state, and federal financial aid and related program policies and procedures;
  • Serves as primary technical resource for Financial Aid Office;
  • Ability to develop and interpret statistical data for problem-solving and forecasting;
  • Oversees the timely implementation and processing of applications, award letters, needs analysis and payments for the Financial Aid office;
  • Coordinates withdrawals and the transfer monitoring process in accordance with federal requirements;
  • Keeps current on all Title IV, federal, and state financial aid regulations and disseminate information to Financial Aid staff and relevant departments;
  • Works with the College’s Foundation and Grants department to award scholarships;
  • Interprets, recommends, develops and implements policies and procedures to meet federal and state rules and regulations for the proper operation of student financial assistance programs;
  • Maintains and updates all Financial Aid procedures;
  • Manages and forecasts contracts and budgets for the department;
  • Other duties as assigned.

Required Qualifications:

  • Master’s degree in a related field from an accredited institution;
  • Minimum of 8 years progressive responsibility experience in student financial aid;
  • Demonstrated ability to implement technological innovations in the operations of a financial aid office;
  • High level of understanding of the administration of a comprehensive student financial aid program;
  • Experience with database management and technology skills with ERP class student information systems (preferably PeopleSoft) are essential;
  • Experience with spreadsheet applications;
  • Has a comprehensive understanding of federal Title IV and state regulations regarding Financial Aid and associated reporting requirements;
  • Respect and understanding of people with diverse backgrounds, abilities, and needs;
  • A commitment to working in a collective bargaining environment;
  • Strong written and oral communications skills;
  • Superior leadership skills to motivate, train staff and colleagues;
  • Prior supervisory experience;
  • Knowledge of higher education principles, practices, and procedures.

Preferred :
  • Sensitivity and commitment to the goals of Affirmative Action and workforce diversity;

  • Demonstrated commitment to working with underserved students;
  • Knowledge of the PeopleSoft Financial Aid module and the use of Microsoft Access;
  • Possess a high-level working/technical experience with computerized systems, such as PeopleSoft Financial Aid, PeopleSoft Query and Microsoft Access;
  • A record of compliance with institutional, state, and federal guidelines related to the administration of student financial aid;
  • Experience leading the student portion of the Uniform Guidance (A-133) audit.

Salary Range: $90,0 00-$95,000
Final candidates will be expected to provide sealed transcripts and/or certifications.
Hiring is contingent upon a successful CORI clearance.
