Mission or Goal of Unit

The VCU National Training and Data Center ( NTDC ) is a major project of the Rehabilitation Research and Training Center, a unit of the School of Education. In July 2020, the NTDC was awarded a new five-year, $27.7 million contract from the Social Security Administration.
The NTDC conducts training, certification, technical assistance, and professional development activities that support professional “benefits counselors” across the country serving Social Security beneficiaries with disabilities in “Work Incentive Planning and Assistance” projects. It is the only Social Security approved and funded benefit counseling certification program. The NTDC provides training to over 2,000 individuals each year who assist disability beneficiaries to expand their employment opportunities and reduce their dependence on federal disability benefits.
The Center annually provides dozens of on-site and distance-based training classes, a rigorous testing and certification program, web courses, live webinars, on-demand learning modules, an ongoing continuing education program, and extensive individualized technical assistance available through the NTDC web site (

Chief purpose of this position in support of above mission or goal

The Training and Technical Assistance Associates will be responsible for developing and delivering online training courses to a national cadre of Social Security work incentive counselors, implement a nationally recognized certification program, and disseminate information through scholarly activity and national service.

Position Responsibilities

The Training and Technical Assistance Associates will teach post-baccalaureate/graduate courses in the areas of Social Security and other federal benefit programs, Medicaid and Medicare, and return to work programs for individuals with disabilities, conduct national and regional face to face trainings to professionals seeking Social Security work incentive counselor initial certification, evaluate trainee portfolios (certification assignments and written products) to determine whether the trainee achieves certification, requires mediation, or is terminated from the program, provide telephone and email technical assistance on Social Security regulations and work incentives to CWICs in all 50 states, develop and deliver distance-based supplemental trainings for CWICs and other audience as specified in the NDTC requirements, and develop technical briefs and other resource documents for listserv and web-site postings

Additionally, the Training and Technical Assiistance Associates will assist in the design and implementation of research study protocols for a large national demonstration study of return to work programs for Social Security disability beneficiaries, maintain an active scholarly agenda through writing, publishing, presenting at conferences, and obtaining external funding to advance their research agenda, and engaging in service to the RRTC, School of Education, university, community agencies, and state/national professional organizations.

Required Qualifications

Bachelor’s degree in special education, rehabilitation counseling, social work, or related field.

Significant prior experience in delivering distance-based instruction – web courses, webinars, teleconferences, etc.

Extensive knowledge of Social Security policies, regulations, and procedures;
Extensive knowledge of health insurance options for individuals with disabilities, including Medicaid, Medicare, the Affordable Care Act, private insurance, etc.

A minimum of five years providing direct instruction and technical assistance to professionals providing work incentive counseling services to Social Security disability beneficiaries.

Prior experience evaluating work incentive counselor proficiency on written examinations.

Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a faculty member at VCU .

Preferred Qualifications

Master’s or Doctoral degree preferred.
