PRINCIPAL PURPOSE OF JOB: 

The Director of the Office of Sponsored Programs serves as the central coordination point for all grants and contracts at Kentucky State University, and partners with principal investigators (PIs) to ensure grants are prepared for submission. This position also leads the processing and managing the administration of grants and contracts once they have been awarded. This position is responsible for increasing and sustaining successful granting and contract activity by working with faculty and staff in researching and identifying prospective resource opportunities at the federal, state, local, and private funding sources.

 

SCOPE OF RESPONSIBILITY: 

The Director of the Office of Sponsored Programs oversees all aspects of proposal preparation, grant submission administration, sponsored program agreements, and contract/sub-contract negotiation with external agencies and organizations. The position assists administrators and PIs with issues related to externally sponsored activities and affiliated contractual requirements. The Director will work with faculty, administrators, academic support, and accounting personnel in the execution of grant proposal writing, submission, and award acceptance. This position serves as a liaison between the Kentucky State University and granting agencies to ensure peak execution of reporting and compliance with grant requirements. The position reports directly to the Executive Director of Government Relations and Economic Innovation.

 

ESSENTIAL JOB FUNCTIONS:

  • Identify grant opportunities and work with faculty to write and edit grant proposals/applications for submission to federal, state, local, and private agencies.
  • In collaboration with accounting personnel and faculty members will be responsible for the preparation of the budget, budget justification, required form needed for a grant proposal.
  • Perform electronic research administration system activities such as user account creation, modification, updating institutional information, and other electronic research administration duties as needed.
  • Manage all the grant submission process to federal, state, local, and private agencies.
  • Edit grant and contract-related documents, reports, and other research documents, as needed.
  • Develop and maintain a submission database, as well as maintain records for pre-award sub-award recipient materials, including commitment forms and other resources for vetting sub-award institutions at the pre-award and post-award stages.
  • Maintain expert knowledge of sponsor guidelines and procedures by reviewing proposals and
  • Advise faculty and staff on sponsor policies and procedures and the rules and regulations of the University, including matching issues that apply to Awards/Agreements.
  • Implement policies and standard operating procedures to ensure compliance with sponsor rules.
  • Develop training, workshops, and seminars on issues related to granting and sponsored programs.
  • Other related duties as assigned.

QUALIFICATIONS: 

  • Ph.D. or Master’s degree in a related field or equivalent experience in grant proposal development. Experience in all phases of grant development including researching prospective grant opportunities, writing and editing grant proposals.  

 

KNOWLEDGE, SKILLS, and ABILITIES:         

  • Knowledge of all phases of grant development including researching prospective grant opportunities, writing and editing grant proposals.    
  • Knowledge of the use of various grant-related software.
  • Knowledge of budgeting and pre and post-award reporting.
  • Highly driven, self-motivated, and works well independently and under pressure.
  • Ability to work well as a team member.
  • Outstanding interpersonal and community relations skills and the ability to communicate and work effectively within a diverse community.
  • Ability to work under deadlines.
  • Valid driver’s license.

 

SUPERVISORY RESPONSIBILITY: This position will have supervisory responsibility

 

 PHYSICAL REQUIREMENTS:

  • Must be able to travel, primarily in-state (20%).
  • Occasionally may need to move light equipment and carry supplies, publications, and needed equipment for demonstration and training programs.
