The Historic East Baltimore Community Action Coalition (HEBCAC) is seeking aMental Health Therapist.

The HEBCAC Youth Opportunity (YO) Center, provides free GED and job placement assistance to youth ages 18-24. The Mental Health Clinician helps facilitate a non-traditional, innovative and comprehensive system of mental health outreach, education and treatment.

Essential Functions of Position Include, But Are Not Limited To The Following:

    Provide mental health diagnosis and treatment plans for YO participants, and referred Dee’s Place clients. Provide and document assessments, screenings as well as individual and group therapy as needed for YO participants/Supportive Employment Participants. Maintain a consistent presence in the YO Center to reduce stigma associated with accessing mental health services. Facilitate groups designed to address the specific needs of the youth, i.e. anger management, stress management, grief and loss, healthy relationships, etc. Available as a resource for other YO staff with regard to crisis management and able to navigate and manage crisis for individuals on caseload. Knowledgeable about community resources and programs to ensure participants have access to the full continuum of mental health services as needed. Track and complete daily contacts with individuals and groups and complete all necessary submissions and documentation for Medicaid billing for therapy clients as an individual/ sole provider. Assist with insuring non-insured clients through Maryland Health Connection. Provide supervision to local MSW interns. Prepare necessary reports and provide programmatic oversight from a clinical perspective. Solicit and incorporate participant feedback into mental health programming.

Minimum Qualifications:

Master’s degree in Social Work, Clinical Counseling, or other related degree, and related license in State of Maryland. Be eligible or registered as an individual/ sole Medicaid provider. Licensed at the clinical level with a minimum of two years’ experience serving urban youth populations.

Additional Knowledge, Skills, and Abilities:

    Creative, innovative and able to provide clinical expertise surrounding a wide variety of mental health issues. Excellent communication and interpersonal skills, demonstrating tact and diplomacy to consistently interact effectively and flexibly with diverse groups of people including executive management, staff and the public. Have experience and knowledge with working with people in recovery or with addictive addition. Experience working with Opportunity Youth. Knowledge of Supportive Employment programming and a willingness to assist with the development of a Supportive Employment program in the center. An understanding and experience using Trauma Informed Care throughout an agency setting. Ability to work effectively both as part of a team and as an individual clinician with minimal supervision. Confidence with operating as the sole mental health entity in an agency that provides education, job development, and case management services.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
