Brief Summary of Work for this Position

The Chief Technology Officer advances innovative technical solutions/strategies and plays a key role in collaborating with the Associate Vice Chancellor, the ITS Management team, and other members of the university community to foster the right level of technical innovation to support the mission of the UNCW campus. This position requires a talented leader with a depth and breadth of knowledge to lead innovation throughout our high-performing university. This position requires skills that demonstrate experiences with tactical, strategic, and visionary successes with the ability to become a senior contributor in reaching our vision of supporting the university’s success in teaching, research and service.

The Chief Technology Officer is responsible for the strategic leadership and management of Infrastructure Operation Services and Network Communications to include the wired and wireless networking infrastructure, firewalls, VoIP, cloud technologies, data centers with physical and virtual servers, virtualization, storage infrastructure, email and calendaring, database services/administration, hyperconverged technologies, Exchange, SharePoint, academic research computing, data backup and recovery, authentication including SSO / SLO and MFA utilizing industry standards, and information security best practices in these and other core services. Infrastructure architecture planning includes short-term and long-term budgeting and disaster recovery.

The Chief Technology Officer will supervise, develop and conduct performance evaluations for employees in the units of Infrastructure and Operations Services and Network Communications. Each unit is led by a manager or Assistant Director and is responsible for the completion of complex university-wide IT projects and services as described in their mission statements.

Minimum Education and Experience Requirements

Graduation from a two or four-year college or university with a degree in Computer Science, Computer Information Systems, Computer Engineering, Math, Telecommunications, Engineering or other related technical degree from an appropriately accredited institution. Ten years of progressive experience managing a complex IT organization, supervisory experience and at least two years of experience in Networking Design and Administration and Systems Administration related work is required.

•Technical experience with infrastructure management to include -Trust, Cloud Technologies, Identity and Access Management, and Systems Operations Database, Network Management, HyperConverged Infrastructure, Information Security Frameworks/Zero
•Experience in anticipating and mitigating issues and risk associated with large scale projects, and creatively solving problems
•Ability to manage complex budgets including planning and managing of multi-year budgets
•Ability to manage projects and vendor negotiations/ relationships
•Strong written and verbal communications allowing him/her to represent the interest of the University on all committees, on and off campus
•Demonstrated experience with IT Maturity Models and Capacity/Capabilities building
•Familiarity with implementation of security frameworks and integration of security by design

Preferred Education, Knowledge, Skills & Experience

Preferred Education and Experience
•A master’s degree in computer science or related field
•Higher education or public sector experience
•Ten years of experience managing and supervising a team of technical professionals deploying enterprise solutions in a 24/7 environment
•Demonstrated experience with the following:
•Converged networks (Cisco topologies), virtual desktop infrastructure, information security frameworks ISO 27002 and NIST, hyper-converged infrastructure, advanced research computing, enterprise resource products (such as Ellucian Banner); complex data centers; cloud technologies, and disaster recovery and business continuity planning

Primary Purpose of Organizational Unit

Infrastructure & Operations Services is responsible for the planning, installation, management and support of UNCW’s central computing and storage infrastructure in addition to its voice and data networks. This includes the infrastructure supporting advanced research computing, distance education and other academic initiatives. Network Communications including telecommunications, networking infrastructure both wired and wireless, firewalls, and VoIP.
