Position Summary:

We seek an Early Adolescent Health Consultant to join the Reproductive Health and Family Planning team at the Wisconsin Department of Health Services (DHS). In collaboration with the UW Population Health Institute, this position is based in the Family Health Section, Bureau of Community Health Promotion, Division of Public Health at DHS. This position is under the general supervision of the Reproductive Health and Family Planning Unit Supervisor.

The Early Adolescent Health Consultant functions as a statewide program expert in school age and early adolescent health. The Consultant performs a high level of independent tasks and technical consultation on a statewide basis with agencies, organizations, and individuals for the promotion of optimal school age and early adolescent health including children and youth with special health care needs. The incumbent fills a critical role by coordinating across departments (such as the Department of Public Instruction and the Department of Children and Families), divisions, bureaus, sections, units, and programs to develop and implement successful, evidence-based prevention and early intervention activities that will improve the health outcomes of school age youth and early adolescents.

The Consultant will work with a myriad of external partners including non-traditional partners. Topic areas will include prevention, healthy behaviors, sexual activity, healthy relationships, obesity, tobacco use and alcohol and other drug use, injury prevention including violence, adult preparation skills and health equity, all within the context of a life course perspective. The Consultant will work closely with the Late Adolescent Health Consultant and key federal funders such as the Centers for Disease Control and Prevention and Department of Health and Human Services.

The Consultant is responsible for assisting and consulting with state, regional and local agencies, communities funded with Title V State Sexual Risk Avoidance Education grant. The incumbent will serve as a resource in the administration of the state-level maternal and child health program and family health section-related programs. The incumbent will conduct needs assessments, planning and implementation of new programs, evaluating effectiveness, and coordinating quality improvement efforts.

Degree and Area of Specialization:

Bachelor's degree required, with training and experience in public health preferred.

Minimum Years and Type of Relevant Work Experience:

1. At least two years of experience working on grants and projects related to adolescent health required.
2. At least two years of experience managing federal grants, including grant reporting, is required.
3. At least two years of experience preparing and monitoring contracts and budgets is required.
4. Experience monitoring sub-recipient budgets, deliverables, work plans, and budgetary projections is required.
5. Extensive knowledge of the principles and practices of maternal and child health with emphasis on school age and early adolescents.
6. Extensive knowledge of the theories, principles and practices of health education program.
7. Extensive knowledge of public health systems.
8. Knowledge of the principles of consultant and the role of the consultant in providing technical assistance to a variety of agencies and organizations.
9. Knowledge to interpret and communicate data that is meaningful and understandable.
10. Ability to establish and maintain effective working relationships with a wide variety of agencies and personnel on a statewide basis.
11. Ability to communicate effectively and interpret policies and procedures both oral and written.
12. Ability to guide and facilitate the work of others in a coalition or other collaborative team setting.
