Program Understanding and Learning Suite (PULSE) Monitoring Officer

The Monitoring Officer I provides technical support to monitoring and evaluation activities for domestic and international programs implemented by CCP, with guidance from senior research and evaluation staff. The Monitoring Officer I assists Research and Evaluation staff with activities along the continuum of monitoring, evaluation and learning, from conception and design to results interpretation, reporting and data use. He/She also supports the work of local monitoring and evaluation staff in CCP country offices, including locally based consultants and vendors, to implement data collection activities for program monitoring. The person in this position will support the use, expansion, and maintenance of CCP’s organizational monitoring platform, called the Program Understanding and Learning Suite (PULSE). PULSE is a web-based suite with four interrelated components –MEL course, resource compendium, indicator bank and a DHIS2-enabled database and visualization platform that houses CCP’s global and country-level program monitoring data. The Monitoring Officer I will help bridge global monitoring and evaluation with organizational management by working closely with specific country programs/global projects. Individuals in this position position have basic knowledge and experience in program monitoring designs, performance monitoring plans, electronic data collection, data analysis and visualization platforms, and solid knowledge of DHIS2. With support from senior-level monitoring and R&E staff, the Monitoring Officer I develops monitoring tools, develops and maintains the global DHIS2 database from PULSE, and analyzes and interprets MEL data. The Monitoring Officer I could travel internationally to deliver short-term technical assistance (STTA); he/she reports and receives support from senior-level R&E staff.

Specific Duties/Responsibilities:

I. Theory, Frameworks & Models:

  • Demonstrates knowledge of public health, communication and/or social psychological theories.
  • Contributes to application of SBCC theory and models to MEL studies and monitoring plans.

II. Research & Evaluation:

  • Research Design.
  • Contributes to the development of R&E designs to fit the local context and programs based on monitoring data.
  • Coordinates technical input from in-country MEL staff.
  • Tools Development.
  • Develops drafts of MEL quantitative and qualitative data collection tools.
  • Supports HQ research staff and country-level MEL staff to develop quantitative and qualitative data collection tools that interface appropriately with the global-level DHIS2 database indicators.
  • Develops and provides technical support for mobile and electronic data collection tools.

III. Monitoring, Evaluation and Learning (MEL):

  • MEL Knowledge Management.
  • Serves as the primary web administrator and supports the continual refinement and expansion of PULSE’s components (e.g. resource compendium, MEL course, indicator bank and global DHIS2 instance) to keep current with evolving MEL systems and approaches.
  • Advocates the use and application of PULSE learning content and ensures it becomes a state-of-the art MEL resource for CCP.
  • Liaises with MEL staff in CCP offices around the world to document innovative monitoring approaches and collates and disseminates guidance on standardized approaches and methods.
  • Facilitates timely data entry of project-level data for the PULSE DHIS2 global-level indicators.
  • Creates and updates metadata and data visualizations to ensure an ongoing up-to-date global data platform.

MEL Design:

  • Develops MEL plans and IRB protocols as needed, and launches MEL systems according to plans.
  • Maintains organizational "best practice" conventions for DHIS2 naming, instance organization, user roles, org unit registration, and other related tasks.
  • Supports activities needed to connect the global DHIS2 database to other CCP monitoring systems, such as ODK/Kobo/Ona, CommCare, and other platforms (i.e. integration activities).
  • Develops and implements data quality and consistency criteria to ensure country data coming into the global DHIS2 databse are of high quality; shares these quality control standards across CCP projects.
  • Coordinates with HQ and country-level offices on the development of country-level DHIS2 instances, and ensure proper interface of country instances with CCP global instance; develops protocols and guidance to ensure robust MEL systems.

System Maintenance:

  • Manages user accounts, and ensures appropriate levels of access to DHIS2 global database including for data entry and dashboards, and solicits and integrates feedback from users.
  • Manage and keep track of users in the PULSE platform and DHIS2 global instance (e.g. user roles, metadata, data, and data products user can view or edit).
  • Schedules routine maintenance, and independently investigates and problem solves issues, and liaises with vendors/consultants providing hosting or technical support services, to ensure all PULSE’s components operate as desired.
  • Supports activities needed to connect the global DHIS2 database to other CCP monitoring systems, such as ODK/Kobo/Ona, CommCare, and other platforms (i.e. integration activities).
  • Updates platform configuration to fit new monitoring indicators and health areas in response to new programs and funder requirements while ensuring a cohesive system.
  • Develops and maintains organizational standards and guidance tools for creating, operationalizing, and maintaining new project-level MEL platforms (country-level instances).

MEL Data Analysis:

  • Analyzes global-level MEL data and shares results with HQ level staff and contributes feedback to programs when needed.
  • Creates global-level data visualizations and other data products from PULSE to contribute to CCP’s learning activities.
  • Performs quantitative analysis using statistical software (EXCEL, STATA, SPSS) and/or dashboard analytics (includes GIS mapping) and interpretation, as needed.
  • Incorporates qualitative or semi-structured MEL data into reports and dashboards, as needed.

Training and Field Work:

  • Develops drafts of RFP for MEL data collection or DHIS2 system maintenance and reviews competitive proposals.
  • Coordinates MEL data collection and quality assurance in the field per approved IRB protocol of assigned country-level projects.
  • Uses webinars, conference calls, documents and STTA to orient and train staff and key stakeholders on updates to any of PULSE components, and tracks completion of the MEL course for all staff.
  • Develops standard training materials for optimal use of PULSE components to be adapted by country projects when needed.

Dissemination:

  • Contributes data visualization and other MEL resources to the development of global-level MEL documents and manuscripts (includes scientific writing), presentations, posters, blogs and other products, using writing that is accurate, clear with logical flow, and appropriate for different audiences.
  • Presents MEL findings at external and internal meetings and conferences.

IV. Statistics and Analysis.

  • INCORPORATED IN MEL ANALYSIS.

V. Business Development:

  • Leads the MEL section of proposal development (including draft text and PMP) when needed.
  • Contributes PULSE-related resources and data visualization outputs from the global DHIS2 database (tables, graphs, maps) for MEL sections and PMP of new proposals as needed.

VI. Leadership and Professional Development:

  • Participates in internal CCP, R&E and MEL learning activities.
  • Participates in and shares learning opportunities that advance MEL theory and practice.
  • Keep current on new developments within the DHIS2/global digital monitoring and evaluation community and incorporate new learnings into the various PULSE components.
  • Presents at Research in Practice Brown bags.
  • Manages students, working groups and temporary staff when needed.

VII. Collaboration and Communication:

  • Keeps ongoing communication with program MEL staff in country offices to ensure their use of the PULSE’s resources and their contributions to accurately reflect CCP’s MEL blueprint (methods, innovations, data and other).
  • Seeks input from team members (in country, HQ) to optimize the functionality of comprehensive MEL systems.
  • Other duties may be assigned.
Minimum Qualifications:

  • Master’s Degree (MPH, MSPH, MS) in communication, public health, or related behavioral science with at least 3 years of program monitoring experience. At least one year is relevant international-experience.

Or

  • Doctoral degree (PhD, DrPH, ScD) in communication, public health, or related behavioral science with one year of monitoring experience.

Preferred Qualifications:

  • Special knowledge, skills, and abilities: French language skills and solid knowledge of mobile data collection applications as well as data visualization platforms such as DHIS2.
  • Technical qualifications or specialized certifications: Qualified in mobile and web data collection and visualization platforms.
  • Any specific physical requirements for the job: International travel as needed.
  • Supervisory responsibility (indicate the number and type of persons supervised by incumbent): Oversees country-level monitoring officers as well as local consultants.
