Director of Student Health

Under the direction of the Dean of Student Engagement & Wellness, the Director of Student Health Services & Wellness is responsible for providing leadership and vision for one of the largest and comprehensive California Community College Student Health Services. The Director is responsible for a wide array of health education, medical and mental health services to promote student success as guided by Title 5 California Education Code. The Director works in collaboration with the Student Health Department Chair to foster a supportive, positive and productive environment in support of student health and wellness throughout the district.

Job Duties
1. Maintains clinic and lab policies and procedure standards to meet compliance with appropriate external regulatory bodies (e.g. OSHA, CLIA).

2. Provides consultation to Nurse Practitioners (NPs), Medical Evaluation Assistants (MEAs), Licensed Mental Health Providers, and Physician Consultant/Director as needed.

3. Manages assigned faculty and classified personnel, including hiring, staffing, orientation, training, and performance management, with collaboration from Student Health Services Department Chair.

4. Supervises and evaluates classified staff and assigned faculty in accordance with District policies, contracts, and procedures. Reviews and approves documents necessary to effectuate assignments and pay of personnel under their supervision, i.e. assignment forms, time sheets, leave of absence forms, etc.

5. Monitors clinical provider schedules on a regular basis to ensure adequate and efficient work flow of faculty and classified staff, with collaboration from the department chair.

6. Collaborates with Physician Consultant on maintaining clinical policies and procedures driven by patient care and regulatory requirements.

7. Serves as the liaison between senior administration and department and programs to affect decision-making, resolve problems and to anticipate and respond to future student health and wellness needs.

8. Manages the professional conduct of assigned personnel in accordance with District policies, contracts, and procedures. Collaborates with Employee Relations in resolving employee disciplinary matters; serves as the administrative grievance officer in employee discipline processes.

9. Develops the annual operating budget. Responsible for monitoring revenue and expense projections on a semester basis and as needed. Recommends, implements and monitors multiple SHS budgets in compliance with district guidelines, to ensure department, programs and special projects operate within budget and remain fiscally sound.

10. Monitors and approves supply and equipment requisitions. Coordinates purchasing and inventory management of supplies and equipment with designated classified staff. Oversees receipt reconciliation, petty cash and deposits to Bursars Office.

11. Seeks insurance reimbursement mechanisms within context of allowable regulations and health care structure. Serves as liaison to external insurance and managed care organizations, including Family PACT enrollment, billing, fund management and audits.

12. Seeks grants and other funding opportunities to support the department budget in collaboration with district CCSF Grants Office. Seeks to acquire and administer external funding for support and enrichment of SHS programs, in collaboration with other CCSF departments, public and private entities.

13. Facilitates data-driven performance improvement efforts relevant to Student Learning Outcomes (SLOs) and equity, staff satisfaction, employee productivity/learning outcomes, and unit safety activities.

14. Provides leadership to program Department Chair, faculty and staff in their assessment of student and service learning outcomes relevant to programs and services.

15. Contributes to college-wide efforts supporting student enrollment, retention, and success by collaborating with district multi-disciplines in the following areas: behavior intervention/student conduct and participation on the CAIR (College Assessment, Intervention and Response) Team, sexual assault/Title IX compliance, federal compliance of Drug Free Schools, emergency preparedness, other campus climate-related initiatives (e.g. smoke/tobacco free college, sexual misconduct, food insecurity, etc.), and compliance with college accreditation; serves on Health & Safety Committee as required or needed.

16. Engages department personnel to assess new technologies and software to improve and enhance the effectiveness and efficiency of the workplace.

17. Performs public relations and patient liaison activities, including complaint disposition and conflict resolution, and patient advocacy regarding hardships due to individual student health matters.

18. Attends appropriate District meetings including designated Board of Trustees, Management, Student Affairs and external committee/board meetings or events as appropriate.

19. Maintains an understanding of current research and practices pertaining to areas of responsibility through education and training, (professional development) and through professional organization participation.

20. Promotes a work culture aligned with the College's mission to promote the delivery of customer service, innovation, and quality services to students, employees, and the community.

21. Serves on District and state-wide committees as assigned including participating collegially on CCSF Participatory Governance committees.

22. Attends Board of Trustees' meetings; makes presentations and submits reports and action items related to areas of responsibility.

23. Attends national, state, and local conferences and workshops.

24. Performs additional administrative duties and services as requested and assigned.

Minimum Qualifications
1. Demonstrated knowledge, skills, and abilities to work with community college students with disabilities, various sexual orientations, and diverse academic, socioeconomic, cultural and ethnic backgrounds. (Required).

2. Master's degree in nursing and a California Public Health Nurse certificate;
OR
Bachelor's degree in nursing, a California Public Health Nurse certificate, and a master's degree in health education, sociology, psychology, counseling, health care administration, public health or community health;
OR;
the equivalent from an accredited college or university.

3. One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.

4. Possess a valid and current California Public Health Nurse Certificate.

5. Possess a valid and current California Registered Nurse License.

Desirable Qualifications
1. Knowledge of Education Code Title 5, Section 76355, and health-related code sections, that are the guiding regulations of Student Health Services programs within the California community colleges.

2. At least three to five (3-5) years of paid work experience in an administrative or management position in a community college or university health service within the last ten (10) years.

3. Certified Nurse Practitioner (Adult, Family, Psych-Mental Health) with minimum of three to five (3-5) years of paid work experience as a clinician within the last ten (10) years.

4. Two (2) years of experience in a clinical management role in an accredited institution/licensed clinic.

5. Strong evidence of administrative/supervisory experience.

6. Evidence of successfully leading and providing clinical consultation within a multidisciplinary health care team, including NP's, mental health professionals (LCSW's, MFT's, LPCC's, PsyD's, PhD's), medical assistants, support staff, and student interns/externs.

7. Knowledge of local and national issues and trends in college health, primary care, behavioral health, managed care and health insurance.

8. Demonstrated ability in program development, including achieving program goals and objectives, incorporating student learning outcomes, proposing resource allocation in alignment with institutional goals, and utilizing participatory governance structure as appropriate.

9. Demonstrated ability to collect and analyze data for accountability, productivity, and efficiency for program planning and budgeting.

10. Demonstrated grant writing and grant management experience.

Total compensation includes a health insurance plan.

New employees hired on or after January 1, 2014, will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
