Position Summary
The Assistant Dean of Human Resources (HR) serves as the principal senior HR lead within the Gillings School of Global Public Health (SPH). The individual is responsible for driving the overarching people strategy and operations across all employee types in all departments and units within Gillings. Ensures the strategy, underlying programs, and practices align with schoolwide and departmental objectives and with UNC-Chapel Hill and system/government policies. This includes interpretation of University HR policies, consultation and recommendation on HR issues and concerns, and development and implementation of HR strategies and plans.

The Assistant Dean leads the HR unit, supervising all Gillings School HR staff (currently 10), and serving as a partner to the School’s seven (7) academic departments, one academic program and Central Administrative Units (CAUs). The unit handles HR operations for all employee types, including 233 full-time faculty and 332 permanent staff plus adjunct faculty, postdoctoral staff, student workers and temporary staff. The Assistant Dean oversees operations, champions the HR function as it evolves and matures to best contribute to the school; build infrastructure, best practices, best-in-class tools, and programs, along with establishing a talent mindset to meet the needs of this changing climate; provides counsel and guides all people related institutional needs including, but not limited to: workforce planning, recruiting, development, engagement, and retention; visa/international appointment issues; work with HR team and department managers on role classification and equitable compensation, using appropriate salary benchmarks;; employee relations (EHRA and SHRA); review and feedback of performance plans and reviews; audits and reports; and benefit plan administration.

The Assistant Dean is responsible for planning, preparation and implementation of new HR-related programs and systems in compliance with University direction and incorporating HR best practices, metrics and continuous quality improvement. The Assistant Dean guides and advises the Dean and Vice Dean on a wide range of strategic matters pertaining to HR, and assures effective alignment and communication of key institutional priorities and initiatives with human resources priorities and actions . The successful candidate has the capability to create a leadership development strategy and framework. The Assistant Dean reports to the Vice Dean and is a member of the Gillings School Dean’s Council.

The Assistant Dean serves as the Gillings School’s HR Officer, the principal liaison with University central offices regarding HR-related matters, including the Office of Human Resources (OHR), Academic Personnel, the EEO/ADA Office, University Payroll Services, and Office of University Counsel. The Assistant Dean serves as an advocate to and active participant in the University’s community of HR professionals.

The Assistant Dean is responsible for ensuring that all personnel actions and activities are compliant with relevant federal, state, system and university policies, and support School and institutional equal opportunity and diversity, equity and inclusion goals. The Assistant Dean acts as EEO/Compliance officer for the School, in charge of preparation, monitoring and reporting on the annual diversity plan.

Educational Requirements
Relevant post-Baccalaureate degree required from accredited college or university, with five plus years of senior human resource generalist experience; partnering with and guiding executive leadership with their People practices.

Qualifications and Experience
The successful candidate must possess excellent oral and written communication skills, sound business judgment, tact and diplomacy, and the skill and experience to interact with personnel at all levels of the School and University. Five (5) years or greater of progressive professional-level human resources management (HRM) experience is required, in a setting of similar scope and complexity to the Gillings School. The successful candidate must demonstrate a strong working knowledge of federal and state employment laws and regulations (e.g., FLSA, FMLA, ADA, ADEA) and have prior experience coordinating or managing some combination of recruitment, compensation, employee relations, position classification or employee benefits matters. Prior experience in the higher education setting is strongly preferred.
