Position Title: Director, Financial Aid and Veteran's Affairs Division/Department: Financial Aid Location Albany Campus, Albany, OR Job Summary:

In collaboration with the Vice President, Finance and Operations, plan, organize, and direct the operations of the financial aid office and veterans services. Develop comprehensive policies and procedures covering all departmental operations. Responsible for the judicious stewardship of federal, state, and local institutional student financial aid programs in which the college participates. Ensure the effective, efficient, and professional delivery of services to students and the college. Provide leadership to college, division, and departmental contributions to the mission and strategic goals.

The position independently manages a comprehensive student financial aid and veterans program consisting of federal, state, and institutional funds. Many of the decisions require independent judgment without the benefit of established policy, procedure, or precedent. Errors in judgment could cause audit infractions resulting in monetary liability to the college. The position routinely works with confidential information. The position is directly responsible for the annual department budget and staffing and has full supervisory authority for 8 direct contracted staff (1 manager, 7 classified), and several part-time, noncontracted classified staff.

Required Qualifications:

Education and Training: Requires a bachelor’s degree in business administration, counseling or student personnel administration, or a related field. Specialized training regarding financial aid regulations from continuous U.S. Department of Education conferences and seminars is necessary.

Experience: Position requires four years of experience in administering federal, state, and institutional aid programs. Experience with automated aid application tracking, need analysis, awarding, disbursing, and expenditure reporting systems is required. Requires four years’ supervisory experience.

Knowledge, Skills, and Abilities:
• Requires extensive knowledge and practical application skills of current federal Title IV aid programs and Veterans Administration regulations. In-depth working knowledge of federal and state student financial aid regulations and federal fund management practices is necessary.
• Strong analytical skills are required, as is the ability to analyze and interpret federal and state regulations governing student aid programs and the ADA .
• Must have strong supervisory and team-building skills. Counseling, advising, and group facilitation skills are required.
• In-depth working knowledge of automated and manual systems development is necessary. Need skill in using automated aid application tracking, need analysis, awarding, disbursing, and expenditure reporting systems.
• Must have knowledge of proper record retention.
• Requires good organization, evaluation, interviewing, and negotiation skills.
• Must understand institutional policies relevant to standards of satisfactory academic progress.
• Knowledge of sound fiscal management practices is required. Requires the ability to survey, analyze, and synthesize information.
• Requires good communication skills and the ability to work with staff, students, and the public (parents, high school counselors, government representatives, financial aid administrators, etc.) and represent the college on professional and regional committees.
• Requires staying current on federal and state financial aid programs, student trends, staffing and service delivery developments, and enrollment management strategies through active participation in related organizations and on-going professional development. Must have the ability to adhere to strict federal regulations while managing a large volume of work, as compliance requirements routinely change.
• Prefer knowledge of institutional awarding policies in a community college setting. Knowledge of and commitment to community college goals, policies, and procedures are desired.
• Experience with concurrent enrollment programs is helpful. Experience working with an integrated administrative management database system (Ellucian Banner) is important.
• Have a demonstrated work history and commitment to the principles of equity and inclusion to serve a broad and diverse campus population and community stakeholders.

Preferred Qualifications:

Masters degree is strongly preferred.

Physical Requirements and Working Conditions:

Requires good hand-eye coordination and manual dexterity to use a keyboard. Ability to speak in a clear manner and to hear others. Sufficient visual acuity to read words and letters.

Work is performed in a normal office setting with minimal exposure to health or safety hazards. 25% to 50% of the time is spent working on a computer. Occasional local, regional, and national travel is necessary. Work recurring early/late hours and long hours. Frequent interruptions and distractions.

Essential Duties:

Develop and implement policies and procedures for financial aid and veterans services. Analyze and interpret all federal and state legislation, statutes, and regulations, which affect the college or departments and incorporate as necessary into existing policies, procedures, and programs.

Manage Student Satisfactory Progress ( SAP ) requirements and accountability process. Hear appeals to SAP . Use professional judgment to advise students to be successful while sustaining compliance requirements.

Responsible for all staffing responsibilities for the department. Hire, train, supervise, evaluate, and hold accountable departmental personnel in accordance with institutional employee agreements. Coordinate the planning and organization of department processes. Develop and implement on-going staff training and development activities that maintain administrative capability and processes in compliance while prompting strong coordinated care and a culturally competent approach to supporting students and staff.

Coordinate and maintain accurate Program Participation Agreement ( PPA ). Annually coordinate reconciliations and submission of the Fiscal Operations Report and Application to Participate ( FISAP ) in accordance with federal requirements. Coordinate and validate submission of Gainful Employment reporting requirements.

With the Dean of Academic Foundations and Director of Curriculum and Scheduling, ensure compliance with federal and state statutes and regulations. Initiate policy consultations with federal and state agencies and auditors. Stay informed of legislation and regulation issuance, attend training, and participate in advisory committee activities and professional organizations. Consult with college auditors. Consult with and provide direction to college executive officers, administrators, faculty, staff, and students regarding financial aid and veterans legislation, funding availability, statistical information, policy, and procedures.

Develop, implement, evaluate, and revise intra and inter-office procedures in response to new federal and institutional regulations, policies, and procedures. Gather information, discuss options, test possible solutions, and implement procedures.

In cooperation with the Vice President and the Office of Data and Decision Support, maintain the financial aid data dashboard to inform strategic planning at the college and in the department. Lead the program review process of the department and set annual departmental goals for service delivery and improvement.

Lead efforts to implement software that is accessibility compliant in the delivery of financial services. Ensure services are accurate, integrate with Information Services requirements, and improve student access to financial aid.

Exercise professional judgment in effectively balancing the application of regulatory requirements and student success in determining exceptions to federal, state, and institutional regulations and policies. Review student petitions for reinstatement of aid eligibility. Interview students, examine documentation provided, review institutional policies and federal regulations, and consult with other offices involved.

Oversee institutional and foundation awards programs. Consult with off-campus entities and LBCC Foundation to determine scholarships and amounts to be awarded. Monitor Foundation and General Fund accounts to determine funds available to award and expenditure patterns. Oversee awards availability, track completeness of applications, and notify applicants regarding status. Forward recipient information to Foundation, business, and marketing offices to authorize disbursements, disburse funds and publicize awards.

Develop and implement programs for students with a wide variety of needs that support the college’s retention efforts. Gather information, work with committees to prioritize, develop a comprehensive plan, identify funding resources, implement, and evaluate.

Foster good community relations through service and presentations to prospective students, parents, high school counselors, social service agencies, and community organizations. Provide workshops, participate in community discussions about access and planning for college, foster relationships that assist the college in enhancing student and staff diversity. Have the ability to function and articulate financial aid policy and procedures in a culturally fluent and competent manner. Provide financial aid counseling and assistance to a broad diversity of students and families. Establish and implement services directly to students in one-on-one and group settings. Services may include assistance in student budgeting, completion of forms, program eligibility, developing award budgets, determining need, and advising.

Administer financial aid and veterans educational benefits programs, including applying for funds, maintaining records, managing operating budgets, providing research data, maintaining policies and procedures, ensuring compliance with regulations, and assist in maintaining data processing system.

Coordinate financial aid and veterans processes, policies, and problem resolution with Oregon State University financial aid representatives in support of the LBCC / OSU Degree Partnership program.

Ensure compliance with non-standard term certificate programs. Work with programs on program compliance. Award students using approved financial aid awarding calculation practices. Monitor satisfactory academic progress and disbursement.

Oversee the preparation and submission of required compliance reports and institutional aid applications.

Responsible for ensuring compliance with safety regulations, employee safety training, OSHA compliance, and emergency planning related to the area of control.
